P\u00ebr t\u2019iu p\u00ebrgjigjur pyetjeve t\u00eb shumta q\u00eb kan\u00eb ardhur prej qytetar\u00ebve, por edhe prej gazetar\u00ebve, si dhe p\u00ebr t\u00eb mos iu l\u00ebn\u00eb vend keqinterpretimeve apo keqkuptimeve, me bashk\u00ebpun\u00ebtor\u00ebt e mi n\u00eb L\u00ebvizjen VET\u00cbVENDOSJE! ne kemi p\u00ebrgatitur at\u00eb \u00e7ka deri m\u00eb tash i ka munguar qeverive t\u00eb Kosov\u00ebs: nj\u00eb platform\u00eb mbi dialogun. \u000b\u000bPra, cili \u00ebsht\u00eb dialogu q\u00eb do t\u00eb b\u00ebj\u00eb qeveria e re? Cili \u00ebsht\u00eb dialogu q\u00eb i nevojitet Kosov\u00ebs? Si do t\u00eb mund t\u2019i arrijm\u00eb synimet tona politike karshi k\u00ebtij procesi? P\u00ebr k\u00ebto ju ftoj ta lexoni platform\u00ebn ton\u00eb, t\u00eb zb\u00ebrthyer n\u00eb n\u00ebnt\u00eb pika.<\/p>\n<p><strong>Platforma e parimeve t\u00eb p\u00ebrgjithshme t\u00eb dialogut<\/strong><\/p>\n<p>1) Me qeverisjen e LV do t\u00eb filloj\u00eb menj\u00ebher\u00eb dialogu me t\u00eb gjitha pakicat komb\u00ebtare n\u00eb Kosov\u00eb, q\u00eb do t\u00eb jet\u00eb edhe dialog me serb\u00ebt e Kosov\u00ebs, dialog i hapur, demokratik dhe shoq\u00ebror, prej posht\u00eb-lart, p\u00ebr zhvillim. Dialogu i deritash\u00ebm me Serbin\u00eb ishte dialog i mbyllur e diplomatik, prej lart-posht\u00eb, pa transparenc\u00eb dhe pa llogaridh\u00ebnie. T\u00eb gjith\u00eb serb\u00ebt as nuk jan\u00eb t\u00eb nj\u00ebjt\u00eb me nj\u00ebri-tjetrin dhe as nuk jan\u00eb vet\u00ebm serb\u00eb, ashtu sikurse edhe t\u00eb gjith\u00eb shqiptar\u00ebt nuk jan\u00eb t\u00eb nj\u00ebjt\u00eb dhe nuk jan\u00eb vet\u00ebm shqiptar\u00eb. P\u00ebrmes k\u00ebtij dialogu ata do t\u00eb shihen si qytetar\u00eb t\u00eb Republik\u00ebs, n\u00eb profesionet q\u00eb i kan\u00eb e klasat shoq\u00ebrore q\u00eb u p\u00ebrkasin. Do t\u00eb flasim drejtp\u00ebrdrejt\u00eb me inxhinierin, fermerin, arkitekten, studenten, zdrukthtarin, mjekjen, taksistin, frizeren etj. p\u00ebr zhvillim, p\u00ebr shtim prodhimi e sh\u00ebrbime cil\u00ebsore, p\u00ebr kamatat e bankave dhe efikasitetin e gjyq\u00ebsorit, p\u00ebr aft\u00ebsimin e pun\u00ebtor\u00ebve dhe t\u00eb drejtat e pun\u00ebtor\u00ebve, p\u00ebr tregun dhe tatimet. Le t\u00eb bashk\u00ebpunojm\u00eb e t\u00eb organizohemi n\u00eb sindikata pun\u00ebtor\u00ebsh e shoqata biznesesh. Institucionet shtet\u00ebrore do t\u00eb jen\u00eb n\u00eb sh\u00ebrbim t\u00eb tyre. K\u00ebshtu nd\u00ebrtohet besimi dhe largohet frika e cila \u00ebsht\u00eb mbjellur p\u00ebr t\u00eb ndar\u00eb e p\u00ebr\u00e7ar\u00eb. Pakicat komb\u00ebtare do t\u2019i g\u00ebzojn\u00eb t\u00eb gjitha t\u00eb drejtat e tyre sipas standardeve evropiane. Por, shumica e problemeve n\u00eb Republik\u00ebn ton\u00eb jan\u00eb ekonomike e sociale.<\/p>\n<p>2) Dialogu i vjet\u00ebr, ai i viteve 2011-2017 ka kat\u00ebr muaj q\u00eb \u00ebsht\u00eb nd\u00ebrprer\u00eb. Ai dialog nuk duhet rifilluar verb\u00ebrisht. N\u00eb t\u00eb ka pasur shum\u00eb investim me pak dobi e jo pak d\u00ebme. Nga ai dialog Kuvendi i Kosov\u00ebs ka qen\u00eb ose i p\u00ebrjashtuar ose i keqp\u00ebrdorur. Produkti m\u00eb fam\u00ebkeq i tij ka qen\u00eb Marr\u00ebveshja e 25 gushtit 2015 p\u00ebr Asociacionin e komunave me shumic\u00eb serbe (\u2018Zajednica\u2019), e cila \u00ebsht\u00eb n\u00ebnshkruar n\u00eb Bruksel gjersa Kuvendi ishte n\u00eb pushim! Na nevojitet nj\u00eb Komision Hetimor Parlamentar p\u00ebr t\u00eb shqyrtuar dhe vler\u00ebsuar marr\u00ebveshjet e deritanishme me Serbin\u00eb si dhe p\u00ebr zbatimin, p\u00ebrkat\u00ebsisht moszbatimin, e tyre. Pra, na duhet nj\u00eb pasqyr\u00eb e plot\u00eb p\u00ebr marr\u00ebveshjet nga Energjia te Telekomunikacioni, nga liria e l\u00ebvizjes te njohja e diplomave, nga policia e gjyq\u00ebsia n\u00eb veri te p\u00ebrfaq\u00ebsimi diplomatik i nd\u00ebrsjellt\u00eb, nga menaxhimi i p\u00ebrbashk\u00ebt i kufirit e deri te denominimi antikushtetues i Republik\u00ebs s\u00eb Kosov\u00ebs (fusnota). Nd\u00ebrkaq, Marr\u00ebveshja e Par\u00eb e Parimeve Tha\u00e7i-Da\u00e7iq e 19 prillit 2013 do t\u00eb d\u00ebrgohet te Komisioni i Venedikut. P\u00ebr t\u00eb gjitha k\u00ebto, Qeveria jon\u00eb do t\u00eb k\u00ebrkoj\u00eb ndihm\u00ebn dhe do t\u00eb bashk\u00ebpunoj\u00eb ngusht\u00eb me Komisionin Evropian, posa\u00e7\u00ebrisht me Zyren e P\u00ebrfaq\u00ebsueses s\u00eb Lart\u00eb t\u00eb BE-s\u00eb p\u00ebr Siguri dhe Politik\u00eb t\u00eb Jashtme, znj.Federica Mogherini.<\/p>\n<p>3) Qeveria e re do ta b\u00ebj\u00eb prioritet zhvillimin ekonomik q\u00eb sjell pun\u00ebsim, luftimin e krimit t\u00eb organizuar e korrupsionit institucional p\u00ebrmes gjyq\u00ebsorit t\u00eb drejt\u00eb, dhe, politikat sociale q\u00eb zbusin pabarazin\u00eb n\u00eb shoq\u00ebri. Shteti i Kosov\u00ebs duhet fuqizuar dhe nuk mund t\u00eb lejojm\u00eb q\u00eb agjenda jon\u00eb shtet\u00ebrore t\u00eb jet\u00eb kryek\u00ebput e z\u00ebn\u00eb nga dialogu me Serbin\u00eb. T\u00eb ashtuquajturit \u2018normalizim marr\u00ebdh\u00ebniesh\u2019 asnj\u00ebher\u00eb nuk i \u00ebsht\u00eb definuar qart\u00eb e sakt\u00eb kuptimi. Jo vet\u00ebm q\u00eb me normalizimin e marr\u00ebdh\u00ebnieve midis Kosov\u00ebs dhe Serbis\u00eb, politikan\u00ebt dhe diplomat\u00ebt e ndrysh\u00ebm shqiptar\u00eb, serb\u00eb dhe nd\u00ebrkomb\u00ebtar\u00eb mendojn\u00eb gj\u00ebra t\u00eb ndryshme, por normalizimi i deritash\u00ebm i marr\u00ebdh\u00ebnieve \u00ebsht\u00eb zhvilluar n\u00eb d\u00ebm t\u00eb normalizimit t\u00eb vet\u00eb shtetit t\u00eb Kosov\u00ebs. Kosova ende nuk \u00ebsht\u00eb shtet normal p\u00ebr shkak t\u00eb Mitrovic\u00ebs s\u00eb ndar\u00eb dhe papun\u00ebsis\u00eb enorme. Mir\u00ebpo, Serbia \u00ebsht\u00eb shtet jonormal p\u00ebr shkak se kurr\u00eb nuk \u00ebsht\u00eb ballafaquar me t\u00eb kaluar\u00ebn e saj kriminale. Prandaj, para se t\u00eb nxitojm\u00eb drejt dialogut, na nevojitet nj\u00eb periudh\u00eb s\u00eb paku nj\u00ebvje\u00e7are p\u00ebr normalizim t\u00eb Kosov\u00ebs, p\u00ebr t\u00eb hedhur hapat e par\u00eb drejt zhvillimit dhe shtetnd\u00ebrtimit, p\u00ebr pun\u00ebsim dhe drejt\u00ebsi.<\/p>\n<p>4) P\u00ebrve\u00e7q\u00eb nuk dihet qart\u00eb dometh\u00ebnia e normalizimit t\u00eb marr\u00ebdh\u00ebnieve, dialogu gjasht\u00ebvje\u00e7ar midis Kosov\u00ebs e Serbis\u00eb ka pasur edhe premisa t\u00eb gabueshme. Kosova m\u00eb shum\u00eb ka qen\u00eb tem\u00eb e dialogut sesa pal\u00eb n\u00eb dialog, kurse Serbia ka qen\u00eb m\u00eb shum\u00eb p\u00ebrcaktuese e agjend\u00ebs sesa reflektuese p\u00ebr rrethanat e reja rajonale. Dialogu i k\u00ebtill\u00eb asimetrik edhe e ka shp\u00ebrfillur parimin e reciprocitetit edhe i ka p\u00ebrjashtuar temat e r\u00ebnd\u00ebsis\u00eb jetike si psh. t\u00eb pagjeturit, viktimat e dhun\u00ebs seksuale, pla\u00e7kitjet gjat\u00eb okupimit, d\u00ebmet e luft\u00ebs, shqiptar\u00ebt n\u00eb Preshev\u00eb, Medvegj\u00eb e Bujanoc etj. Ne kemi nevoj\u00eb p\u00ebr nisjen e nj\u00eb dialogu me BE-n\u00eb mbi at\u00eb se \u00e7far\u00eb dialogu duhet t\u00eb b\u00ebj\u00eb Kosova me Serbin\u00eb. D\u00ebshtimet e nj\u00ebpasnj\u00ebshme q\u00eb ka sjell\u00eb dialogu n\u00eb k\u00ebto gjasht\u00eb vitet e fundit vijn\u00eb edhe nga nxitimi p\u00ebr fillimin e tij pa p\u00ebrgatitje paraprake, pra pa e patur nj\u00ebher\u00eb nj\u00eb dialog mbi dialogun. Duhen diskutuar premisat dhe procedurat, procesi drejt q\u00ebllimeve t\u00eb synuara. Dialogu q\u00eb e ka q\u00ebllim ve\u00e7se vetveten n\u00eb rastin m\u00eb t\u00eb mir\u00eb arrin ta spostoj\u00eb edhe ca d\u00ebshtimin, por sigurisht q\u00eb n\u00eb fund do t\u00eb d\u00ebshtoj\u00eb.<\/p>\n<p>5) Shteti i s\u00eb Drejt\u00ebs q\u00eb synojm\u00eb ne nuk duhet t\u00eb p\u00ebrballet me krimin e organizuar e korrupsionin institucional vet\u00ebm n\u00eb jug t\u00eb Ibrit por edhe n\u00eb veri t\u00eb tij. N\u00eb shkurtin e vitit 2000 af\u00ebr 12.000 shqiptar\u00eb jan\u00eb d\u00ebbuar prej veriut t\u00eb Mitrovic\u00ebs pasi q\u00eb 11 prej tyre u vran\u00eb nga strukturat shtet\u00ebrore serbe. Shqiptar\u00ebt ende nuk lejohen t\u00eb kthehen n\u00eb pronat e tyre nd\u00ebrkaq Serbia vazhdon kolonizimin me lagjen \u2018Kodra e Diellit\u2019 n\u00eb Zve\u00e7an si t\u00eb ishim n\u00eb koh\u00ebn e Milosheviqit. Vrasje t\u00eb tjera si ajo e Enver Zymberit dhe Selver Haradinajt mbeten t\u00eb pad\u00ebnuara dhe kriminel\u00ebt vazhdojn\u00eb t\u00eb sh\u00ebtisin t\u00eb lir\u00eb. Nuk mund t\u00eb ket\u00eb dialog me ask\u00ebnd p\u00ebr falje apo shp\u00ebrfillje t\u00eb krimeve por ve\u00e7se veprim t\u00eb institucioneve t\u00eb ligjit.<\/p>\n<p>6) Fillimi i normalizimit t\u00eb shtetit t\u00eb Kosov\u00ebs do t\u2019i b\u00ebnte mir\u00eb edhe Serbis\u00eb sepse ajo do t\u00eb niste t\u00eb \u00e7lirohej prej apetiteve t\u00eb saj mbi Kosov\u00ebn. Po ashtu, ky normalizim jo vet\u00ebm q\u00eb shpejt do t\u00eb p\u00ebrkthehej edhe n\u00eb normalizim t\u00eb marr\u00ebdh\u00ebnieve me Serbin\u00eb por do krijoheshin kushtet edhe p\u00ebr p\u00ebrparimin e dialogut Kosov\u00eb-Serbi n\u00eb nj\u00eb nivel t\u00eb ri, n\u00eb at\u00eb t\u00eb fqinj\u00ebsis\u00eb s\u00eb mir\u00eb, sipas praktikave evropiane. Fundja ky duhet t\u00eb jet\u00eb edhe synimi, si dhe detyra zyrtare e Komisionerit Johannes Hahn p\u00ebr politik\u00ebn evropiane t\u00eb fqinj\u00ebsis\u00eb dhe negociatat p\u00ebr zgjerim. Pra, duhet t\u00eb kalojm\u00eb nga normalizimi i padefinuar i marr\u00ebdh\u00ebnieve te fqinj\u00ebsia e mir\u00eb dhe integrimi evropian. N\u00eb drit\u00ebn e integrimit dhe an\u00ebtar\u00ebsimit n\u00eb BE demokratizohen dhe zhvillohen Kosova dhe Serbia, e m\u00eb pastaj do t\u00eb normalizohen, p\u00ebrkat\u00ebsisht evropianizohen ato. Integrimi dhe an\u00ebtar\u00ebsimi yn\u00eb n\u00eb BE nuk do t\u00eb thot\u00eb se ne do t\u00eb zhvendosemi nga vendi yn\u00eb p\u00ebr n\u00eb BE, por q\u00eb do ta nd\u00ebrtojm\u00eb BE-n\u00eb si vler\u00eb dhe vizion brenda nesh e nga vetja jon\u00eb.<\/p>\n<p>7) Procesi i Berlinit i nisur n\u00eb vitin 2014, vazhdoi me samitin e Vjen\u00ebs n\u00eb vitin 2015 dhe at\u00eb t\u00eb Parisit m\u00eb 2016, nd\u00ebrsa stacionin e radh\u00ebs e ka n\u00eb Trieshte t\u00eb Italis\u00eb pas dy jav\u00ebve. Ky Proces synon t\u00eb mund\u00ebsoj\u00eb bashk\u00ebpunimin rajonal ekonomik dhe infrastrukturor t\u00eb gjasht\u00eb vendeve t\u00eb Ballkanit per\u00ebndimor ende t\u00eb paan\u00ebtar\u00ebsuara n\u00eb BE. Po ashtu, k\u00ebto gjasht\u00eb shtete lidhen m\u00eb shum\u00eb me BE-n\u00eb dhe shtetet an\u00ebtare t\u00eb saj. Sigurisht q\u00eb ky Proces \u00ebsht\u00eb menduar p\u00ebr ta kompensuar ndaljen s\u00eb paku pes\u00ebvje\u00e7are t\u00eb zgjerimit t\u00eb BE-s\u00eb n\u00eb zgjerimin e saj t\u00eb parlajm\u00ebruar nga presidenti Jean Claude Juncker me t\u00eb marrur detyr\u00ebn e tij. P\u00ebrve\u00e7q\u00eb ky proces \u00ebsht\u00eb shans q\u00eb t\u00eb aplikojm\u00eb p\u00ebr projekte e programe zhvillimore, nj\u00ebkoh\u00ebsisht ai \u00ebsht\u00eb mund\u00ebsi q\u00eb t\u00eb parandalohet an\u00ebtar\u00ebsimi i Serbis\u00eb n\u00eb BE para Kosov\u00ebs (dhe Shqip\u00ebris\u00eb). Asgj\u00eb nuk po i b\u00ebn Greqia Maqedonis\u00eb tash e nj\u00eb \u00e7erek shekulli \u00e7ka do t\u00eb na b\u00ebj\u00eb neve Serbia po u an\u00ebtar\u00ebsua qoft\u00eb dhe nj\u00eb dit\u00eb t\u00eb vetme p\u00ebrpara nesh. Ne do t\u00eb takohemi me kryeministrin e Serbis\u00eb dhe besojm\u00eb se forumi i duhur p\u00ebr k\u00ebt\u00eb \u00ebsht\u00eb pik\u00ebrisht Procesi i Berlinit, tryeza e gjasht\u00eb shteteve n\u00eb t\u00eb cil\u00ebn do t\u00eb shp\u00ebrfaqej iracionaliteti i k\u00ebrkesave t\u00eb Serbis\u00eb ndaj Kosov\u00ebs. N\u00eb tryeza t\u00eb tilla ne si qeveri e Kosov\u00ebs do t\u00eb shkojm\u00eb t\u00eb koordinuar me Shqip\u00ebrin\u00eb, por edhe me Bosnjen, Malin e Zi e Maqedonin\u00eb. Serbia e ka th\u00ebn\u00eb se e do Jugosllavin\u00eb e re aty, por bashk\u00eb me Shqip\u00ebrin\u00eb ne kemi mjaftuesh\u00ebm mend e dije, ndjenj\u00eb e vet\u00ebdije komb\u00ebtare, p\u00ebr t\u00eb mos e lejuar at\u00eb gj\u00eb. Suksesi i Procesit t\u00eb Berlinit varet nga zhvillimi i p\u00ebrbashk\u00ebt me parimet e barazis\u00eb s\u00eb shteteve dhe respektit reciprok t\u00eb sovranitetit e kufijve nd\u00ebrkomb\u00ebtar t\u00eb tyre. Tendencat p\u00ebr krijimin e nj\u00eb hap\u00ebsire p\u00ebr hegjemoni ekonomike t\u00eb nj\u00ebrit prej shteteve nuk sjellin paqe t\u00eb q\u00ebndrueshme p\u00ebr BE-n\u00eb por rritje t\u00eb skajshme t\u00eb pabarazive \u00e7far\u00eb e kemi par\u00eb n\u00eb Jugosllavi.<\/p>\n<p>8) N\u00eb muajin maj, Presidenti i porsainauguruar i Serbis\u00eb, Aleksand\u00ebr Vu\u00e7iq, ka paralajm\u00ebruar ndryshimet e Kushtetut\u00ebs s\u00eb Serbis\u00eb. K\u00ebt\u00eb iniciativ\u00eb t\u00eb tij ai e ka arsyetuar me nevoj\u00ebn e an\u00ebtar\u00ebsimit t\u00eb Serbis\u00eb n\u00eb BE duke th\u00ebn\u00eb se ky ndryshim \u2018nuk ka t\u00eb b\u00ebj\u00eb para s\u00eb gjithash me Kosov\u00ebn\u2019. Sido q\u00eb t\u00eb jet\u00eb, Serbia synon ta ndryshoj\u00eb Kushtetut\u00ebn e saj dhe n\u00eb t\u00eb ardhmen e af\u00ebrt do t\u00eb ket\u00eb nj\u00eb rregullim t\u00eb ri juridik e shtet\u00ebror. Sa ka t\u00eb b\u00ebj\u00eb kjo me Kosov\u00ebn dhe a do ta ndryshoj\u00eb Serbia edhe fjalin\u00eb e dyt\u00eb n\u00eb preambul\u00eb ku thuhet se Kosova \u00ebsht\u00eb pjes\u00eb e territorit t\u00eb Serbis\u00eb, mbetet t\u00eb shihet. Mir\u00ebpo, ne duhet ta shohim paraprakisht se \u00e7far\u00eb drejtimi po marrin ndryshimet kushtetuese n\u00eb Serbi sepse kjo reflekton n\u00eb raportin ton\u00eb me t\u00eb dhe n\u00eb \u00e7far\u00ebdo dialogu me t\u00eb. Ndryshimet kushtetuese n\u00eb Serbi, si p\u00ebr t\u00eb mir\u00eb po ashtu edhe p\u00ebr t\u00eb keq, ndikojn\u00eb n\u00eb fqinj\u00ebsin\u00eb ton\u00eb dhe at\u00eb q\u00eb em\u00ebrtohet si normalizim marr\u00ebdh\u00ebniesh. Serbia gjithsesi duhet t\u00eb ndryshoj\u00eb p\u00ebr hir t\u00eb vetvetes dhe Ballkanit, paqes e siguris\u00eb. Raporti me t\u00eb varet nga kahja e ndryshimit t\u00eb paralajm\u00ebruar. Shenjat e k\u00ebsaj kahjeje do t\u2019i lexojm\u00eb me v\u00ebmendje gjat\u00eb vitit 2017.<\/p>\n<p>9) Dialogu me Serbin\u00eb i zhvilluar n\u00eb t\u00eb kaluar\u00ebn jo vet\u00ebm q\u00eb nuk e ka pasur transparenc\u00ebn e nevojshme publike dhe llogaridh\u00ebnien institucionale por ai edhe \u00ebsht\u00eb privatizuar e personalizuar nga krer\u00ebt politik\u00eb e shtet\u00ebror\u00eb.
