Institucionet p\u00ebrgjegj\u00ebse p\u00ebr mjedisin kan\u00eb b\u00ebr\u00eb t\u00eb ditur se transporti ndikon n\u00eb cil\u00ebsin\u00eb e p\u00ebrgjithshme t\u00eb mjedisit n\u00eb Kosov\u00eb, posa\u00e7\u00ebrisht n\u00eb mjediset urbane, duke qen\u00eb se burimi i emisionit \u00ebsht\u00eb af\u00ebr vendbanimeve, me \u00e7\u2019rast ndoten: ajri, uj\u00ebrat dhe toka. Madje ky rrezik me kalimin e viteve po vjen duke u shtuar p\u00ebr shkak t\u00eb rritjes s\u00eb numrit t\u00eb automjeteve n\u00eb transportin rrugor t\u00eb vendit.<\/p>\n<p>Nj\u00eb mendim t\u00eb till\u00eb e ndajn\u00eb edhe qytetar\u00ebt e Prizrenit q\u00eb jan\u00eb anketuar rishtazi nga EC Ma Ndryshe, me \u00e7\u2019rast 56 p\u00ebr qind t\u00eb 109 respondent\u00ebve kan\u00eb shprehur q\u00ebndrimin se ndot\u00ebsi m\u00eb i madh i ajrit n\u00eb qytetin e tyre \u00ebsht\u00eb trafiku. <\/p>\n<p>EC Ma Ndryshe n\u00eb raportin e titulluar \u201cGjendja mjedisore n\u00eb Komun\u00ebn e Prizrenit\u201d (qershor 2020, <a href=\"https:\/\/ecmandryshe.org\/repository\/docs\/200823152611_Gjendja_mjedisore_ne_Prizren1.pdf\" rel=\"noopener noreferrer\" target=\"_blank\">https:\/\/ecmandryshe.org\/repository\/docs\/200823152611_Gjendja_mjedisore_ne_Prizren1.pdf<\/a>) ka b\u00ebr\u00eb t\u00eb ditur se transporti \u00ebsht\u00eb p\u00ebrgjegj\u00ebs p\u00ebr m\u00eb shum\u00eb se dy t\u00eb tretat e emetimit t\u00eb oksideve t\u00eb   azotit  (NOx)  dhe  me  rreth  10 p\u00ebr qind  t\u00eb emetimit  t\u00eb p\u00ebrgjithsh\u00ebm  t\u00eb ndot\u00ebsve  tjer\u00eb. Nd\u00ebrkaq transporti  rrugor n\u00eb  ve\u00e7anti  vazhdon  t\u00eb  p\u00ebrb\u00ebj  pjes\u00ebn  m\u00eb   t\u00eb   konsiderueshme  t\u00eb ndot\u00ebsve kryesor\u00eb  t\u00eb  ajrit (me p\u00ebrjashtim t\u00eb oksideve t\u00eb  sulfurit). <\/p>\n<p>P\u00ebrderisa emetimet nga  transporti  rrugor  jan\u00eb kryesisht  lirime  t\u00eb  gazrave  nga  djegia  e  karburanteve, emetimet  jo-shkarkimore  kontribuojn\u00eb poashtu  n\u00eb lirimin  e  p\u00ebrb\u00ebrjeve  organike  t\u00eb paq\u00ebndrueshme  jo-metanore  (NMVOC)  nga  avullimi  i  karburanteve  si  dhe  grimcat  e pluhurit par\u00ebsor (nga shpenzimi i gomave, frenave dhe abrazioni i rrug\u00ebve). Sipas k\u00ebtij hulumtimi n\u00eb  Kosov\u00eb  emetimet e ndotjes nga automjetet jan\u00eb rritur p\u00ebrgjat\u00eb viteve si pasoj\u00eb e p\u00ebrdorimit t\u00eb veturave t\u00eb vjetra dhe p\u00ebrdorimit t\u00eb tyre si mjeti kryesor p\u00ebr transport, ku numri i automjeteve t\u00eb regjistruara nga viti 2011 deri n\u00eb vitin 2019 ka sh\u00ebnuar rritje p\u00ebr 150,463 sosh. N\u00eb k\u00ebt\u00eb aspekt, vjet\u00ebrsia  e  automjeteve  vazhdon  t\u00eb jet\u00eb   problemi thelb\u00ebsor n\u00eb   emetimet  e ndotjes, pasi sipas Institutit GAP (<a href=\"https:\/\/veturat.institutigap.org\/#vjetersia-e-veturave\" rel=\"noopener noreferrer\" target=\"_blank\">https:\/\/veturat.institutigap.org\/#vjetersia-e-veturave<\/a>) mesatarja e vjet\u00ebrsis\u00eb s\u00eb veturave q\u00eb qarkullojn\u00eb n\u00eb Kosov\u00eb \u00ebsht\u00eb 18 vite, nd\u00ebrkoh\u00eb q\u00eb n\u00eb Prizren n\u00eb vitin 2016, kan\u00eb qen\u00eb t\u00eb  regjistruara 27,057 vetura apo 8.47% t\u00eb totalit t\u00eb veturave n\u00eb Kosov\u00eb.<br \/>\nK\u00ebsisoj, p\u00ebrdorimi i automjeteve (veturave) si alternativa par\u00ebsore p\u00ebr transport mbetet nj\u00eb   komponent\u00eb problematike  n\u00eb ciklin  e  ndotjes n\u00eb Prizren.<\/p>\n<p>N\u00eb nj\u00eb vler\u00ebsim t\u00eb cil\u00ebsis\u00eb s\u00eb ajrit, t\u00eb b\u00ebr\u00eb nga Agjencia p\u00ebr Mbrojtjen e Mjedisit t\u00eb Kosov\u00ebs gjat\u00eb muajve mars-prill 2020 duke e krahasuar me t\u00eb nj\u00ebjt\u00ebn periudh\u00eb t\u00eb vitit t\u00eb kaluar p\u00ebr t\u00eb analizuar se si kan\u00eb ndikuar masat t\u00eb nd\u00ebrmarra nga Qeveria e Kosov\u00ebs p\u00ebr parandalimin e p\u00ebrhapjes s\u00eb COVID-19, theksohet se k\u00ebto masa kan\u00eb rezultuar n\u00eb r\u00ebnie t\u00eb qarkullimit rrugor dhe n\u00eb dinamik\u00ebn e disa aktiviteteve tjera ekonomike, t\u00eb cilat kan\u00eb ndikuar q\u00eb t\u00eb ket\u00eb edhe r\u00ebnie t\u00eb ndotjes s\u00eb ajrit p\u00ebr disa parametra e sidomos me parametra q\u00eb nd\u00ebrlidhen me transportin rrugor (burimi: http:\/\/www.ammk-rks.net\/?page=1,7,550).<\/p>\n<p>Nd\u00ebrkoh\u00eb, n\u00eb hulumtimin e EC-it, \u201cSiguria n\u00eb trafik\u201d (<a href=\"https:\/\/ecmandryshe.org\/repository\/docs\/200902173657_SIGURIA_NE_TRAFIK.pdf\" rel=\"noopener noreferrer\" target=\"_blank\">https:\/\/ecmandryshe.org\/repository\/docs\/200902173657_SIGURIA_NE_TRAFIK.pdf<\/a>), shumica e t\u00eb anketuarve  ose  73% e tyre kan\u00eb deklaruar se asnj\u00ebher\u00eb nuk jan\u00eb p\u00ebrfshir\u00eb si qytetar\u00eb n\u00eb diskutime publike  lidhur me organizimin e trafikut n\u00eb qytet. N\u00eb t\u00eb nj\u00ebjtin hulumtim, nj\u00eb pjes\u00eb e qytetar\u00ebve jan\u00eb shprehur se kan\u00eb filluar q\u00eb si mjet transporti t\u00eb p\u00ebrdorin bi\u00e7ikletat, por se shpesh duhet ta rikonsiderojn\u00eb k\u00ebt\u00eb vendim shkaku i munges\u00ebs s\u00eb shtigjeve p\u00ebr bi\u00e7ikleta, ku 55% t\u00eb respondent\u00ebve kan\u00eb ngritur si \u00e7\u00ebshtje munges\u00ebn  e hap\u00ebsirave  adekuate p\u00ebr ngasjen e bi\u00e7ikletave.<\/p>\n<p>Ka 5 vjet q\u00eb kjo organizat\u00eb ka prezantuar vizionimin e shtegut p\u00ebr \u00e7iklist\u00eb n\u00eb qend\u00ebr t\u00eb Prizrenit (<a href=\"https:\/\/ecmandryshe.org\/repository\/docs\/180618150535_Shtegu_per___iklist___Raporti__1_.pdf\" rel=\"noopener noreferrer\" target=\"_blank\">https:\/\/ecmandryshe.org\/repository\/docs\/180618150535_Shtegu_per___iklist___Raporti__1_.pdf<\/a>), por q\u00eb kjo k\u00ebrkes\u00eb e komunitetit ende nuk ka gjetur zbatim n\u00eb praktik\u00eb.<br \/>\nP\u00ebr m\u00eb shum\u00eb, edhe premtimet zgjedhore t\u00eb paraqitura n\u00eb vitin 2017, si: Ridizajnim i konceptit t\u00eb trafikut urban me q\u00ebllim t\u00eb reduktimit t\u00eb shfryt\u00ebzimit t\u00eb veturave, p\u00ebr \u00e7do lagje dhe rajon t\u00eb Komun\u00ebs s\u00eb Prizrenit, me kosto t\u00eb p\u00ebrballueshme; dhe Riorganizimi i trafikut urban n\u00eb rrethin e par\u00eb unazor dhe n\u00eb qendr\u00ebn historike, deri n\u00eb fund t\u00eb qershorit t\u00eb k\u00ebtij viti sipas matjes s\u00eb Institutit GAP kan\u00eb mbetur n\u00eb faz\u00ebn fillestare (<a href=\"https:\/\/www.komunat.institutigap.org\/premtimet\/kryetaret\/86\/Mytaher%20Haskuka\" rel=\"noopener noreferrer\" target=\"_blank\">https:\/\/www.komunat.institutigap.org\/premtimet\/kryetaret\/86\/Mytaher%20Haskuka<\/a>). Bazuar n\u00eb p\u00ebrgjigjet e Komun\u00ebs, t\u00eb ofruara p\u00ebr monitoruesit p\u00ebr gjasht\u00ebmujorin e par\u00eb t\u00eb k\u00ebtij viti, del se Drejtoria e Sh\u00ebrbimeve Publike ka realizuar projektin e Auditimit dhe inspektimit t\u00eb rrug\u00ebve n\u00eb qytetin e Prizrenit, dhe se p\u00ebrve\u00e7 planit t\u00eb mobilitetit urban jan\u00eb p\u00ebrgatitur termat e referenc\u00ebs, detyra projektuese dhe jan\u00eb p\u00ebrcaktuar segmentet e r\u00ebnd\u00ebsishme te t\u00eb cilat duhet t\u00eb orientohet trafiku urban, derisa hapa tjer\u00eb p\u00ebrve\u00e7 k\u00ebtyre nuk jan\u00eb nd\u00ebrmarr\u00eb.  <\/p>\n<p>Arsyet e m\u00ebsip\u00ebrme kan\u00eb shtyr\u00eb EC-in q\u00eb ngjash\u00ebm si edhe m\u00eb par\u00eb t\u00eb rekomandoj\u00eb hartimin e politikave t\u00eb q\u00ebndrueshme urbane me gjith\u00ebp\u00ebrfshirje p\u00ebrfshir\u00eb Planin e  Mobilitetit  t\u00eb Q\u00ebndruesh\u00ebm  Urban, si nj\u00eb plan t\u00eb integruar strategjik, q\u00eb mund\u00ebson rimendimin dhe riorganizmin e modaliteteve t\u00eb transportit urban.
