The Supreme Court has given the green light to the extradition to Germany of an Israeli citizen arrested in Tirana in February 2025.

It is 42-year-old Roy Garin, with Israeli and Canadian citizenship, also known by the names Michael Finkle, Mike and Jean Meringac, who is wanted by German justice as the head of a group of cyber fraudsters, writes A2.

According to the arrest warrant issued against him by the Court Bamberg, in Germany, in the period 2015-2022, this group is suspected of defrauding nearly 288 citizens through investments, causing a loss of nearly 26 million euros. After the dismissal of the claims of non-extradition by the Court of Tirana and the Appeal, the Supreme Court recently rejected the appeal made by the 42-year-old, thus paving the way for his extradition to Germany.

At all three levels of the judiciary, Garin has claimed that in the event of extradition, he risked inhumane and discriminatory treatment in Germany due to his Jewish background.

Through the lawyer, Garin reference is made to the RIAS 2024 report, according to which 8,600 anti-Semitic incidents were documented for the first half of the year and an increase in attacks against persons with Jewish identity.

Courts of three levels have reasoned that anti-Semitism constituted a form of hatred and discrimination against Jews, but it is not related to the attitudes of the German government or judiciary.

According to the reasoning of the First Instance and the Appeal, evaluated as rights by the Supreme Court, there are no reports or decisions of international courts that evidence violations by the German authorities in this regard.

Regarding the RIAS report, the courts assessed that it constituted only a monitoring instrument and not evidence of systematic violations of human rights.
