The Embassy of the United States in Kosovo has told Radio Free Europe that it welcomes the agreement reached between Kosovo and the European Union on the implementation of the Law on foreigners and has emphasized that any changes that affect the Serbian community in Kosovo must be made in consultation with its members. The Government of Kosovo has announced on March 14 that it will offer temporary residence permits and will recognize the identity cards of members of the Serbian community who are not equipped with Kosovo documents as provided for in the Law on Foreigners and Vehicles, which began to be implemented on March 15.
The decision was made public after a meeting between the Prime Minister of Kosovo, Albin Kurti and the special envoy of the EU for the Kosovo-Serbia dialogue, Peter Sorensen.
The laws for foreigners and for vehicles started to be partially implemented on January 15, initially through an information campaign about the procedures and rules of their implementation, while from March 15 they entered into force.
The law requires all residents who do not have Kosovo documents to be provided with a residence permit, while vehicles with foreign license plates will not be able to circulate in Kosovo for longer than three months, or only on the basis of authorization.
The entry into force of the decision will not affect Kosovo Serbs for a 12-month period.
Prime Minister Kurti has said that he has agreed to enable temporary residence permits for health workers and those in education, so that local Serbs do not lack basic services until Kosovo merges them completely within the system of own.
These facilities are welcomed by the EU, United Kingdom and Serbia.
