Because the massacre of Dubrava took place inside a state institution, under the administration of the Serbian state, on unarmed, closed and unprotected people&#8221;, emphasized Haxhiu, adding that the weight of the crime becomes even heavier when it is known that the Albanian prisoners were not there by chance.<\/p>\n<p>In the spring of 1999, in Dubrava, she added, people were brought from prisons and detention centers, from Kosovo but also from Serbia.<\/p>\n<p>&#8220;Political convicts, convicted of various crimes, arrested in the circumstances of the war were gathered there. They all found themselves inside that prison which had turned into an instrument of state crime&#8221;, emphasized the president.<\/p>\n<p>According to her, in Dubrava, the Serbian state built the crime on a double trap.<\/p>\n<p>&#8220;First, kept the Albanian prisoners inside a facility that he had entered into the logic of the war. Then, when the danger of the bombing became imminent, those who held the keys left to hide, while the Albanians remained locked up there: that the murders were disguised as NATO attacks. the prison and the surroundings&#8221;, she emphasized.<\/p>\n<p>Haxhiu then said that some of the Albanian prisoners, who were outside the pavilions for the usual work of the prison, took the tools they had and started to break the doors and locks to get their comrades out of the cells.<\/p>\n<p>&#8220;In the midst of that horror, the prisoners found a way to send a message to the world. With pieces of white plastic, in the prison yard, wrote the word &#8220;HELP&#8221;. Through this call, the prisoners showed that they were alive. But that word, &#8220;HELP&#8221;, was the reason for the killers&#8217; rage. of the Assembly said that after that, on May 22, the prisoners were ordered to line up, under the pretext that they would be transferred.<\/p>\n<p>&#8220;Instead of being transferred, fire was opened on them. Lined up, unarmed, defenseless, they were shot inside the prison yard. Survivors&#8217; testimonies speak of other attacks during that day and the following day, on people seeking rescue in damaged buildings, on wounded who had no help, for prisoners who tried to save each other. Serbian prisoners, convicted of serious crimes, were also involved in the crime. On May 23, the violence continued. The attacks on the prisoners who remained inside the complex increased the death toll, while adding that 116 Albanian prisoners were killed in Dubrava Prison, in a space where the Serbian state had full responsibility over them.<\/p>\n<p>On the eve of these days, on May 16, 1999, she added, professor Ukshin Hoti was also taken out of Dubrava Prison, since then he has remained missing.<\/p>\n<p>&#8220;A rare political mind of Kosovo, a man who thought of freedom as a historical order, disappeared right there&#8221;, Haxhi claimed.<\/p>\n<p>She further said that in Dubrava, the Serbian state acted as a murderous apparatus.<\/p>\n<p>&#8220;The prisoners were in registers, in wards, in rows, under orders and locked up. This is the reason why Dubrava has a special legal and moral weight. There the crime did not happen because the state was absent. There the crime happened because the state was present at every link: in command, in guard, in weapons, in deception and in the attempt to hide the truth&#8221;, he emphasized <\/p>\n<p>Speaker Haxhiu said that today it is not enough to mention Dubrava as a date, but it should be understood as evidence for Serbia&#8217;s monstrous crimes against defenseless Albanian citizens.<\/p>\n<p>&#8220;Also, we must understand it as evidence of our duty that the names of those killed, the testimonies of survivors and the full truth of Dubrava become part of the state consciousness of the Republic of Kosovo&#8221;, she said in her speech.
