After the Yugoslav wars of the 1990s, the US played a decisive role in the Balkans, brokering the Dayton Agreement, supporting NATO peacekeeping missions, and investing in institutional and democratic reconstruction.

Over the years, the US presence was gradually reduced, while the European Union assumed more responsibility for managing regional stability. The Biden administration largely maintained this approach, emphasizing cooperation with European allies, support for democracy and the Euro-Atlantic integration of the Western Balkans.

But the Trump administration is taking this transformation a step further. Instead of the US being seen as the main guarantor of regional stability, the report suggests that local actors and European partners should bear more responsibility for security and resolving political crises.

This philosophy was also articulated by the US Deputy Secretary of State, Christopher Landau, during the commemoration of the 30th anniversary of the Dayton Agreement in 2025. He stated that the Trump administration is ready to help facilitate dialogue and compromises, but only if American involvement is required and deemed necessary.

The report reflects the same spirit. In the case of Bosnia-Herzegovina, the US declares that it will encourage political actors to avoid destabilizing actions that could harm common economic interests.

As for the Kosovo-Serbia dialogue, Washington continues to support a negotiated agreement, but without signaling a dominant role in the process.

Basically, the US is moving away from the “political watchdog” model and adopting a more limited approach, where responsibility for stability is shared with European partners and regional governments. However, if the political dimension shows a relative American attraction, the economic field shows the opposite.

The report makes it clear that the Western Balkans remains a region of strategic interest for the USA, especially due to the transport corridors, energy resources and growing economic potential. Washington aims to expand trade, investment and the presence of American companies in the region.

The document mentions the need to improve the business climate, reduce barriers for American companies and expand regional infrastructure. The objective is for the region to integrate more firmly into the Euro-Atlantic economic networks, simultaneously reducing Russian and Chinese influence.

Energy occupies an important place in this strategy. The US supports projects such as the Southern Interconnection pipeline between Croatia and Bosnia-Herzegovina, as well as the energy link between Serbia and North Macedonia. These projects aim not only at the energy diversification of the region, but also at reducing dependence on Russian gas.

At the same time, American companies are taking key roles in infrastructure projects in the Balkans. The Bechtel firm is involved in the construction of important road segments, including Corridor VIII, which is considered of strategic interest to the US and Europe.

Another important signal was the approval of the Western Balkans Prosperity Act as part of the National Defense Authorization Act of 2026. The law aims to strengthen American investment and economic cooperation in the region, more closely connecting the Balkans to Western markets.

practice, this shows that Washington is not leaving the Balkans, but is changing its way of engagement. The focus is no longer on ambitious projects of political and institutional transformation, but on pragmatic stability, security and economic competitiveness. square

Source: prizrenpost

Trump is prioritizing stability and economic interests over democratization A recent US State Department report on US policy in the Western Balkans clearly signals a significant shift in Washington’s approach to the region.
