The office, after reviewing and evaluating the documentation submitted by this non-governmental organization, has determined that the submitted documentation is not in accordance with Article 54, paragraph 1 of the Law No. 08\/L-228 on the General Elections in the Republic of Kosovo. From the analysis of the statute, and the field of activity of the organization in question, it appears that are related to the electoral processes, or the protection of human rights, as expressly required by the legal provisions in force for the accreditation of election observers. The Office recommends to the CEC, the rejection of the request for accreditation of the &#8220;Advocacy Center for Democratic Culture&#8221; for the Early Elections for the Assembly of the Republic of Kosovo, which will be held on June 7, 2026, he said.<\/p>\n<p>Also, Buzhala said that the Office has recommended the rejection of accreditation also for the organization &#8220;Odbor za kontrolu i opservaciju&#8221;, as it has used the terminology &#8220;Kosovo and Metohija&#8221;, a wording that contradicts the constitutional and legal order of the Republic of Kosovo.<\/p>\n<p>&#8220;Odbor za kontrolu i opservaciju, has applied to be accredited for the purpose of observing the early elections for the Assembly of the Republic of Kosovo, dated 07.06.2026. The office, during the examination and assessment of documentation presented by this international organization, has found that in its official documentation the Republic of Kosovo is referred to with the terminology &#8220;Kosovo and Metohija&#8221;, this wording contradicts the constitutional and legal order of the Republic of Kosovo. The use of such a name directly violates the state subjectivity, constitutional integrity and legal order of the Republic of Kosovo, as defined by the Constitution of the Republic of Kosovo, namely by its article 1, which states that the Republic of Kosovo is an independent state. sovereign, democratic, unique and indivisible&#8221;. The use of this terminology is also contrary to the basic constitutional principles on sovereignty, state identity and respect for the legal order of the Republic of Kosovo by any entity seeking accreditation and exercise of activity in the territory of the Republic of Kosovo. Consequently, based on the constitutional and legal provisions in force, as well as the institutional obligation to protect the constitutional and legal order of the Republic of Kosovo, the Office estimates that the legal conditions for approving the request for accreditation of this organization have not been met. The office recommends to the CEC, the rejection of the request for accreditation of the &#8220;Odbor za kontrolu i opservaciju&#8221; for the Early Elections for the Assembly of the Republic of Kosovo, which will be held on June 7, 2026,&#8221; he said.<\/p>\n<p>The accredited observers represent 5 non-governmental organizations, 1 international organization, 13 local media, 7 international media, 2 embassies and 1 institution. 1. INTERNEWS \u2013 23 observers; 4. Kosova Democratic Institute \u2013 153 observers. 2. Albswiss Media \u2013 2 <\/p>\n<p>8. Kontakt Kosvska\/Kontakt Plus \u2013 8 observers;<\/p>\n<p>2. Tanjug Agency \u2013 4 observers; \u2013 2 observers;<\/p>\n<p>6. Radio Free \u2013 3 observers.<\/p>\n<p>1. Embassy of Italy in Pristina \u2013 67 observers.
