Starting from the boards, the chiefs up to the officials, in numerous documented cases, have been appointed by political orders.<\/p>\n<p>The capture of independent institutions in Kosovo is a concern even for the Europeans themselves. The latest report of the European Parliament particularly underlines the &#8220;politicization of independent institutions&#8221;, as the MEPs say, &#8220;including the Central Election Commission&#8221;.<\/p>\n<p>In the document approved on Wednesday, June 17, it is also stated that the authorities in Kosovo &#8220;must ensure appointments based on merit&#8221;, and &#8220;transparency in the recruitment of workers&#8221;.<\/p>\n<p>&#8220;It expresses regret for the continuous efforts to politicize institutions independent bodies, including the Central Election Commission in Kosovo, as well as the shortcomings in governance within the Independent Media Commission. It calls on Kosovo to further harmonize the legal framework that regulates the Independent Media Commission with the recommendations of the Council of Europe and the EU standards, in order to strengthen regulatory independence, legal security and public trust in media supervision. It calls on the authorities to make appointments based on merit, transparency in procedures of recruitment and full respect for the independence of these institutions&#8221;, says the European Parliament.<\/p>\n<p>In recent years, public enterprises in Kosovo have turned into nurseries for party employment.
