Zaten manev\u00ee kudretiyle halk\u0131 koruyacak birinin bulunmad\u0131\u011f\u0131 yerde T\u00fcrk nas\u0131l ya\u015far?\u201d<\/em><br \/>\n<strong>Prof. Dr. Erol G\u00fcng\u00f6r (\u00d6. 24 Nisan 1983)<\/strong><\/p>\n<p>T\u00fcrk kimdir? T\u00fcrk D\u00fcnyas\u0131 veya T\u00fcrk K\u00fclt\u00fcr Co\u011frafyalar\u0131 ile ne kastediyoruz?<\/p>\n<p>T\u00fcrk, tarihin derinliklerinden gelen \u015fanl\u0131 bir \u00e7\u0131\u011fl\u0131kt\u0131r. Bu hayk\u0131r\u0131\u015f ilim, adalet, h\u00fcrriyet, haysiyet, vakar ve ahl\u00e2k \u00fczere h\u00fclasa e\u015fref-i mahlukat olan insan\u0131n \u00fcst\u00fcn de\u011ferleri \u00fczerine bir \u00e7\u0131k\u0131\u015ft\u0131r. Milletler aras\u0131nda her zaman se\u00e7kin bir yere sahip olmu\u015f T\u00fcrk Milleti, inan\u00e7ta ve idealdeki birlikteli\u011fi ile daima insanl\u0131\u011f\u0131n huzur ve mutlulu\u011funa \u00e7aba g\u00f6steren \u00f6rnek bir halkt\u0131r. Biz \u00f6ncelikle temel de\u011ferlerimizin neler oldu\u011funu ortaya koymak zorunday\u0131z. T\u00fcrkl\u00fck, vatan, millet, vazife, \u00fclk\u00fc ve benzeri kavramlar\u0131m\u0131zda mutlaka g\u00f6n\u00fcl ve fikir birlikteli\u011fini sa\u011flamak zorunday\u0131z.<\/p>\n<p> \u015eimdi, Orhun Abidelerindeki \u015fu anlaml\u0131 ifadeler ile T\u00fcrk\u2019\u00fc tan\u0131yal\u0131m (K\u00fcl-Tegin Yaz\u0131t\u0131-B\u00fcy\u00fck Metin); <\/p>\n<p>\u201c\u00dcstteki mavi g\u00f6k altta ya\u011f\u0131z yer yarat\u0131ld\u0131\u011f\u0131nda ikisinin aras\u0131nda ki\u015fi o\u011flu yarat\u0131lm\u0131\u015f. Bu tan\u0131mlamaya hi\u00e7 \u015f\u00fcphesiz ki, d\u00fcnyan\u0131n d\u00f6rt bir yan\u0131nda mesken tutmu\u015f olan di\u011fer T\u00fcrk k\u00f6kenli topluluklar ve bunlarla yak\u0131n alaka kurmu\u015f di\u011fer akraba topluluklar da d\u00e2hildir.<br \/>\nYusuf Sar\u0131nay\u2019\u0131n \u00f6zg\u00fcn \u00e7al\u0131\u015fmas\u0131 \u201cT\u00fcrk Milliyet\u00e7ili\u011finin Tarihi Geli\u015fimi ve T\u00fcrk Ocaklar\u0131\u201d kitab\u0131ndaki T\u00fcrk tan\u0131m\u0131 da, 1924 Anayasas\u0131\u2019n\u0131n kabul\u00fcnden \u00fc\u00e7 g\u00fcn sonra yap\u0131lan T\u00fcrk Ocaklar\u0131 Um\u00fbm\u00ee Kongresi\u2019nde dile getirilmi\u015ftir, bu co\u011frafya ile neyi kastetti\u011fimizi \u00e7ok a\u00e7\u0131k bir \u015fekilde anlatmaktad\u0131r:<\/p>\n<p>\u201cBu konuda birka\u00e7 defa s\u00f6z alan Hamdullah Suphi, bir kimse \u201chars itibariyle T\u00fcrk hissiyle ya\u015f\u0131yorsa, mazisinde T\u00fcrkl\u00fck muhabbetini fiilen isbat etmi\u015f ise, \u015fecereyi, kan\u0131 esas tutman\u0131n m\u00e2n\u00e2s\u0131z\u201d olaca\u011f\u0131n\u0131 vurgular. Ayr\u0131ca, \u201c\u0131rk ve kan T\u00fcrk\u00e7\u00fcl\u00fc\u011f\u00fc m\u00fc istiyorsunuz?\u201d diye soran Hamdullah Suphi, o zaman \u201c&#8230; Y\u00fcz\u00fcn zaviyesinden kemik te\u015fkilat\u0131ndan sa\u00e7\u0131na kadar muayene edeceksiniz, bir de kan al\u0131p tahlil i\u00e7in kimyagerlere g\u00f6ndereceksiniz, y\u00fczde be\u015f Ermeni, onalt\u0131 Rum, bilmem ne nisbetinde \u00c7erkes, Arnavut, T\u00fcrk kan\u0131 m\u0131 var diyeceksiniz? \u0130ki yoldan birini tercih etmek l\u00e2z\u0131md\u0131r. Ya \u0131rk\u0131 tercih edeceksiniz, ya hars\u0131\u201d diyerek, \u0131rk ve kan tercih edildi\u011fi zaman kendisinin ve Vas\u0131f Bey\u2019in bu \u00f6l\u00e7\u00fcye uymayaca\u011f\u0131n\u0131 belirtir. Ayr\u0131ca halk\u0131n nazar\u0131nda \u201c\u015earktan gelen K\u00fcrt, cenuptan gelen Arap, Rumeli\u2019den gelen Arnavut, Karadeniz sahillerinden gelen Laz\u2019d\u0131r\u201d diyen Hamdullah Suphi, halk\u0131n yarg\u0131s\u0131n\u0131n \u00f6l\u00e7\u00fc al\u0131nmas\u0131 halinde T\u00fcrk\u2019\u00fcn say\u0131s\u0131n\u0131n korkulacak kadar azalaca\u011f\u0131n\u0131 s\u00f6yler. Bu sebeple \u201cT\u00fcrk Oca\u011f\u0131\u2019n\u0131n vazifesi T\u00fcrklerin adedini azaltmak de\u011fil art\u0131rmakt\u0131r, T\u00fcrkleri da\u011f\u0131tmak de\u011fil, toplamakt\u0131r\u201d diyen Hamdullah Suphi milliyette esas olan\u0131n \u201c\u0131rk ve kan de\u011fil, seciye, \u015fuur, terbiye ve bir kelime ile hars zihniyeti\u201d oldu\u011funu vurgular.\u201d <\/p>\n<p>T\u00fcrk Oca\u011f\u0131\u2019n\u0131n mezkur kongresinde \u015fu husus da kayda al\u0131nm\u0131\u015ft\u0131r: \u201cOca\u011f\u0131n T\u00fcrk tarifi konusunda yasas\u0131nda yer alan bu maddeden de anla\u015f\u0131laca\u011f\u0131 gibi milliyet konusunda son derece toleransl\u0131 davran\u0131lmas\u0131n\u0131 savunan delegelerin g\u00f6r\u00fc\u015fleri hakim olmu\u015ftur. Yusuf Ak\u00e7ura\u2019n\u0131n maddeye \u201cT\u00fcrk\u00e7e konu\u015fan\u201d kayd\u0131n\u0131n ilave edilmesi teklifi dahi kabul edilmemi\u015ftir. Kongre\u2019de T\u00fcrk\u2019\u00fcn tan\u0131m\u0131 konusunda son derece toleransl\u0131 ve birle\u015ftirici bir yakla\u015f\u0131mla k\u00fclt\u00fcr ve zihniyet temeline dayanan bir T\u00fcrk anlay\u0131\u015f\u0131n\u0131n a\u011f\u0131r bast\u0131\u011f\u0131 g\u00f6r\u00fclmektedir. Bu durum yani Oca\u011fa \u00fcye olmak i\u00e7in din ve dil gibi \u015fartlar\u0131n getirilmemi\u015f olmas\u0131 yeni rejimin 1924 Anayasas\u0131 ile ortaya koydu\u011fu T\u00fcrk tan\u0131m\u0131n\u0131n paralelinde bir anlay\u0131\u015f\u0131 benimsediklerini de ortaya koymaktad\u0131r.\u201d<\/p>\n<p>T\u00fcrkler, binlerce y\u0131ld\u0131r var olagelmi\u015f ve var olacak olan m\u00fcmtaz varl\u0131klar\u0131yla d\u00fcnyan\u0131n bilinen tarihinin her d\u00f6neminde tarih sahnesinde adalet da\u011f\u0131tan konumlar\u0131yla var olmu\u015flard\u0131r. Kurduklar\u0131 medeniyetler ile tarih sahnesindeki \u00f6zg\u00fcn yerini koruyan b\u00fcy\u00fck T\u00fcrk Milleti, bug\u00fcn de d\u00fcnyan\u0131n her taraf\u0131nda kendisinden s\u00f6z ettiren \u00f6nemli bir topluluktur.<\/p>\n<p>T\u00fcrkler, sadece bir b\u00f6lgede bir k\u0131tada devlet kurmu\u015f, medeniyet yaratm\u0131\u015f bir millet de\u011fildir. Binlerce y\u0131ll\u0131k tarihin derinliklerinden gelen e\u015fsiz \u00f6zelliklere sahip olan T\u00fcrklerin, Orta Asya\u2019dan ba\u015flayan tarih\u00ee yolculu\u011fu, benimsedikleri k\u00fclt\u00fcr ve hayat tarz\u0131 sebebiyle anayurt s\u0131n\u0131rlar\u0131n\u0131 a\u015fm\u0131\u015ft\u0131r. Orta Asya\u2019da bug\u00fcnk\u00fc Mo\u011folistan ve \u00c7in\u2019den Balkanlar\u2019a kadar uzanan \u00e7ok geni\u015f bir sahada ya\u015fayan T\u00fcrk topluluklar\u0131, tarihin bir\u00e7ok devrinde ortak \u00fclk\u00fclere y\u00f6nelmi\u015fler ve ortak bir k\u00fclt\u00fcr olu\u015fturmu\u015flard\u0131r. Bu k\u00fclt\u00fcrel ve idar\u00ee birliktelikler daha g\u00fc\u00e7l\u00fc ve daha etkin b\u00fcy\u00fck devletler, medeniyetler kurmalar\u0131yla sonu\u00e7lanm\u0131\u015ft\u0131r. <\/p>\n<p>T\u00fcrkler, milattan \u00f6nce VIII. y\u00fczy\u0131ldan itibaren kurduklar\u0131 devletler ve olu\u015fturduklar\u0131 topluluklarla d\u00fcnya medeniyet tarihinde \u00f6nemli bir yer tutmu\u015flard\u0131r. B\u00fcy\u00fck Okyanus\u2019tan Atlas Okyanusu\u2019na kadar uzanan co\u011frafyada kendini g\u00f6steren T\u00fcrkler, tarihe y\u00f6n veren b\u00fcy\u00fck devletler kurmu\u015flard\u0131r. <\/p>\n<p>G\u00f6kt\u00fcrklerin lideri Bilge Ka\u011fan ve karde\u015fi K\u00fcl Tigin, B\u00fcy\u00fck Okyanus\u2019a, \u0130ran hududuna, Tibet\u2019e, Sibirya\u2019ya kadar topraklar\u0131n\u0131 geni\u015fleterek b\u00fct\u00fcn T\u00fcrkleri bir birlik alt\u0131nda toplam\u0131\u015flard\u0131r. Bilge Ka\u011fan, yapt\u0131klar\u0131n\u0131 Beng\u00fcta\u015flara, yani \u00f6lmez ta\u015flara yazd\u0131rd\u0131. 732 ve 735 y\u0131llar\u0131nda Mo\u011folistan\u2019da Orhun suyu k\u0131y\u0131s\u0131nda Beng\u00fcta\u015flar diktirdi. Beng\u00fcta\u015flar \u00fcst\u00fcne silinmez yaz\u0131lar yazd\u0131rd\u0131. Orhun Abideleri, b\u00fct\u00fcn T\u00fcrklerin ortak eseri, ortak kitab\u0131 olmu\u015ftur. G\u00f6kt\u00fcrkler de T\u00fcrkl\u00fc\u011f\u00fcn ata babalar\u0131d\u0131r.<\/p>\n<p>T\u00fcrklerin ortak miraslar\u0131; Mo\u011folistan\u2019da, \u00c7in\u2019de, Do\u011fu ve Bat\u0131 T\u00fcrkistan\u2019da, Kafkaslarda, Ortado\u011fu\u2019da, \u0130dil-Ural\u2019da, K\u0131r\u0131m\u2019da, Balkanlar\u2019da ve T\u00fcrkiye\u2019de canl\u0131 bir \u015fekilde ya\u015famaktad\u0131r. T\u00fcrk D\u00fcnyas\u0131nda Divan\u00fc L\u00fcgati\u2019t-T\u00fcrk, yani T\u00fcrk Dillerinin Divan\u0131\u2019ndan O\u011fuz Han, Dede Korkut, K\u00f6ro\u011flu destanlar\u0131na kadar ortak edebiyata, ortak dile ve ortak anlay\u0131\u015fa sahip olan T\u00fcrkler i\u00e7in bug\u00fcn yeni bir medeniyet kurman\u0131n zaman\u0131 gelmi\u015ftir.<\/p>\n<p>Tarihte, Mo\u011folistan bozk\u0131rlar\u0131ndan Hazar Denizi\u2019ne kadar atla dola\u015fan T\u00fcrkler, kimi zaman Volga\u2019y\u0131 ge\u00e7ip Avrupa\u2019ya kadar, bazen Sirderya\u2019y\u0131 ge\u00e7ip \u0130ran\u2019a kadar uzanm\u0131\u015flard\u0131r. Azerbaycan\u2019a, Mezopotamya\u2019ya kadar h\u00e2kimiyet kuran, S\u00fcmerlerle kom\u015fu olan T\u00fcrkler; \u0130skit (Saka), Hun, G\u00f6kt\u00fcrk, Karahanl\u0131, Alt\u0131n Orda, Sel\u00e7uklu, Osmanl\u0131 gibi b\u00fcy\u00fck devletleri ile tarihi yapan oyuncular olmu\u015flar; bir ink\u0131raz d\u00f6neminin ard\u0131ndan T\u00fcrkiye Cumhuriyeti ile tarih sahnesine yeniden d\u00f6nm\u00fc\u015flerdir. <\/p>\n<p>\u00c7a\u011f a\u00e7\u0131p \u00e7a\u011f kapayan ve d\u00fcnyan\u0131n seyrini de\u011fi\u015ftiren T\u00fcrkler, be\u015f k\u0131tada \u00f6nemli izler b\u0131rakm\u0131\u015flard\u0131r. Bug\u00fcn de d\u00fcnyan\u0131n \u00e7ok \u00e7e\u015fitli yerlerinde gerek siyas\u00ee ve gerekse k\u00fclt\u00fcrel varl\u0131klar\u0131n\u0131 devam ettirmektedirler. T\u00fcrk D\u00fcnyas\u0131, y\u00fczlerce y\u0131ll\u0131k s\u0131k\u0131nt\u0131l\u0131 d\u00f6nemlerden sonra, Allah-u Te\u00e2l\u00e2\u2019n\u0131n l\u00fctf-u inayetiyle, yeni bir ayd\u0131nl\u0131k d\u00f6neme merhaba demi\u015ftir. Hi\u00e7 \u015f\u00fcphesiz ki T\u00fcrk ve Akraba Topluluklar aras\u0131nda binlerce y\u0131ll\u0131k dil, tarih, k\u00fclt\u00fcr, \u00f6rf, adet, gelenek ve din birli\u011fimiz vard\u0131r. Kimi zaman azalan kimi zaman \u00e7o\u011falan bu ortak paydalar y\u00fczlerce y\u0131l ge\u00e7mesine ra\u011fmen T\u00fcrklerle yak\u0131n akrabalar\u0131n\u0131n madd\u00ee ve manev\u00ee ba\u011flar\u0131n\u0131n kopmadan devam etmesini sa\u011flam\u0131\u015ft\u0131r. Yine ayn\u0131 d\u00f6nemde ba\u015flat\u0131lan alfabe ve dil birli\u011fini yok etme \u00e7abalar\u0131, s\u00fcrg\u00fcn ve katliamlarla T\u00fcrk halklar\u0131 tarih sahnesinden silinmeye \u00e7al\u0131\u015f\u0131lm\u0131\u015ft\u0131r. Tabii ki bu b\u00fcy\u00fck tahribat d\u00f6neminden sonra \u015f\u00fck\u00fcrler olsun ki bug\u00fcn T\u00fcrk D\u00fcnyas\u0131 yeniden ihya d\u00f6nemine girmi\u015ftir. <\/p>\n<p>T\u00fcrkler, binlerce y\u0131ll\u0131k ge\u00e7mi\u015fleri ve daima ilahi vahye dayal\u0131 inan\u00e7lar\u0131 ile D\u00fcnya tarihinde \u00f6nemli yer tutmu\u015f \u00f6nc\u00fc bir millettir. T\u00fcrkler, tarihin her d\u00f6neminde b\u00fcy\u00fck millet olman\u0131n avantajlar\u0131ndan faydaland\u0131\u011f\u0131 gibi dezavantajlar\u0131n\u0131n getirdi\u011fi s\u0131k\u0131nt\u0131lar\u0131 da ya\u015fam\u0131\u015ft\u0131r.<br \/>\nT\u00fcrklerin, tarihin en eski \u00e7a\u011flar\u0131ndan bu g\u00fcne kadar belirli bir kavram veya kavimler birli\u011fini g\u00f6steren nev\u2019i \u015fahs\u0131na m\u00fcnhas\u0131r bir ad olarak varl\u0131\u011f\u0131 a\u015fik\u00e2rd\u0131r. Milattan \u00f6nce V. As\u0131rda ya\u015fayan Heredot\u2019un Do\u011fu kavimleri aras\u0131nda zikretti\u011fi Targita\u2019lardan \u00c7in kaynaklar\u0131nda ge\u00e7en Tiele kelimesine, Zend-Avesta rivayetlerinden tarih\u00e7i Taberi, Mesudi, \u0130bnu\u2019l-Esir, Ka\u015fgarl\u0131 Mahmud\u2019a kadar T\u00fcrk ad\u0131, milattan \u00f6nceki as\u0131rlardan g\u00fcn\u00fcm\u00fcze de\u011fin bug\u00fcnk\u00fc telaffuzu ile tek heceli bir millet olarak s\u00f6ylenegelmi\u015ftir.<\/p>\n<p>Milattan Sonra 732 ila 735 y\u0131llar\u0131 aras\u0131nda, Bilge Ka\u011fan\u2019\u0131n yapt\u0131klar\u0131n\u0131 anlatmak i\u00e7in diktirdi\u011fi \u201cBeng\u00fc Ta\u015flar\u0131\u201d yani \u201cOrhun Kitabeleri\u201d de buna i\u015faret etmektedir. Bu kitabelerde T\u00fcrk veya T\u00fcr\u00fck olarak, T\u00fcrk ismi ge\u00e7mektedir. Bu b\u00fcy\u00fck ruhlu milletin aras\u0131nda vatan\u0131m\u0131 unutmaktan korkuyorum. Vatan, aziz ve pek aziz. Lakin T\u00fcrkler de aziz ve \u00e7ok aziz.\u201d<br \/>\nT\u00fcrkler, T\u00fcrk\u00e7e konu\u015fan b\u00fct\u00fcn halklara tarihte T\u00fcrk demi\u015flerdir. Onun i\u00e7in T\u00fcrk\u00e7e\u2019ye, T\u00fcrk dili diye ad verilmi\u015ftir. Mo\u011folistan\u2019da, \u00c7in\u2019de, Do\u011fu ve Bat\u0131 T\u00fcrkistan\u2019da, Kafkaslarda, \u0130dil-Ural\u2019da, K\u0131r\u0131m\u2019da, T\u00fcrkiye\u2019de ve Balkanlarda ya\u015fayan b\u00fct\u00fcn T\u00fcrk dilli halklar G\u00f6kt\u00fcrklerden bu yana T\u00fcrk ad\u0131n\u0131 alm\u0131\u015ft\u0131r.<\/p>\n<p>Bug\u00fcn Anadolu co\u011frafyas\u0131nda ikamet edenler ile b\u00fct\u00fcn Orta Asya Turan z\u00fcmrelerine bir \u00fcst kimlik ifadesi olarak d\u00fcnyan\u0131n her yerinde T\u00fcrk denilmektedir. T\u00fcrk ismi bug\u00fcn T\u00fcrk devlet ve topluluklar\u0131 ile akraba topluluklar\u0131 da i\u00e7ine alacak \u015fekilde kabul g\u00f6ren bir anlay\u0131\u015fa kavu\u015fmu\u015ftur. T\u00fcrk s\u00f6z\u00fc bug\u00fcn bir \u0131rk i\u00e7in de\u011fil, T\u00fcrk\u00e7e konu\u015fan, tarihin belli bir d\u00f6nemini beraber ya\u015fam\u0131\u015f olan ortak atalara ve k\u00fclt\u00fcre sahip bir millet i\u00e7in kullan\u0131lmaktad\u0131r.<br \/>\nT\u00fcrkiye, binlerce y\u0131ll\u0131k varl\u0131\u011f\u0131 ile b\u00fcy\u00fck bir tarihi mirasa ve sorumlulu\u011fa sahip bir \u00fclkedir. T\u00fcrkler, tarih boyunca geni\u015f bir co\u011frafyada medeniyetler kurmu\u015f, farkl\u0131 topluluk ve k\u00fclt\u00fcrlerle etkile\u015fim i\u00e7inde olmu\u015ftur. Bug\u00fcn tarihteki bu ya\u015fananlar\u0131n izleri hala canl\u0131l\u0131\u011f\u0131n\u0131 s\u00fcrd\u00fcrmektedir. So\u011fuk sava\u015ftan sonraki d\u00f6nemde bu canl\u0131l\u0131k dikkat \u00e7ekecek \u015fekilde artm\u0131\u015ft\u0131r. T\u00fcrkiye\u2019nin \u00f6n\u00fcnde yeni bir pencere a\u00e7\u0131lm\u0131\u015ft\u0131r. Balkanlar\u2019dan Do\u011fu T\u00fcrkistan\u2019a, Filistin\u2019den Sibirya\u2019ya, Gagauzya\u2019dan \u0130ran co\u011frafyas\u0131na kadar uzanan b\u00f6lgelerde ya\u015fayan T\u00fcrk ve akraba topluluklar\u0131n y\u00fcz\u00fc T\u00fcrkiye\u2019ye d\u00f6nm\u00fc\u015ft\u00fcr.<\/p>\n<p>D\u00fcnyada s\u00f6z sahibi olan \u00fclkeler, d\u0131\u015f d\u00fcnyada olup bitenlere kay\u0131ts\u0131z kalamazlar. T\u00fcrkiye de, yukar\u0131da aktar\u0131lan bilgilerden de anla\u015f\u0131laca\u011f\u0131 \u00fczere;  gerek \u201cT\u00fcrk\u201d kavram\u0131n\u0131n muhtevi oldu\u011fu anlam\u0131n y\u00fckledi\u011fi sorumluluk a\u00e7\u0131s\u0131ndan, gerekse tarih sahnesinde \u00fcstlendi\u011fi rol a\u00e7\u0131s\u0131ndan d\u00fcnyada s\u00f6z sahibi olan say\u0131l\u0131 \u00fclkeler aras\u0131ndad\u0131r. So\u011fuk sava\u015ftan sonraki d\u00f6nemde ortaya \u00e7\u0131kan manzara T\u00fcrkiye\u2019yi b\u00fcy\u00fck devlet olarak oyuna kat\u0131lmaya adeta mecbur k\u0131lm\u0131\u015ft\u0131r. T\u00fcrkiye, senelerdir s\u00fcrd\u00fcrd\u00fc\u011f\u00fc sakin, dura\u011fan, rizikosuz d\u0131\u015f politikaya yeni bir \u00e7ehre vermek zorunda kalm\u0131\u015f; karde\u015f, akraba veya h\u0131s\u0131m olarak g\u00f6rd\u00fc\u011f\u00fc topluluklarla daha yak\u0131ndan ilgilenmeye ba\u015flam\u0131\u015ft\u0131r. <\/p>\n<p>D\u00fcnyan\u0131n yeni bir \u00e7ehreye b\u00fcr\u00fcnd\u00fc\u011f\u00fc 1991 y\u0131l\u0131ndan itibaren Sovyet Sosyalist Cumhuriyetler Birli\u011fi\u2019nin da\u011f\u0131lmas\u0131yla; Azerbaycan, Kazakistan, K\u0131rg\u0131zistan, \u00d6zbekistan ve T\u00fcrkmenistan adlar\u0131 alt\u0131nda be\u015f T\u00fcrk devleti tarih sahnesindeki yerlerini ald\u0131lar. Ayr\u0131ca bu T\u00fcrk devletlerinin yan\u0131 s\u0131ra Mo\u011folistan, Tacikistan gibi bir k\u0131s\u0131m T\u00fcrk ve akraba topluluklar\u0131 b\u00fcnyelerinde ya\u015fatan \u00fclkelerle, Rusya Federasyonu i\u00e7erisinde ya\u015fayan \u00f6zerk T\u00fcrk ve akraba topluluklar kendi kimlikleriyle g\u00fcn y\u00fcz\u00fcne \u00e7\u0131kt\u0131lar. Hayata anlam kazand\u0131ran e\u011fitim yoluyla milletler medeniyet yar\u0131\u015f\u0131na dahil olmakta, bilimsel ve k\u00fclt\u00fcrel al\u0131\u015f veri\u015fle birlikte d\u0131\u015fa a\u00e7\u0131lma faaliyetlerini y\u00fcr\u00fctmektedirler. <\/p>\n<p>T\u00fcrkiye tarihten g\u00fcn\u00fcm\u00fcze yurtd\u0131\u015f\u0131ndan \u00f6\u011frenci getirme ve bunlar\u0131 burslu olarak okutma g\u00f6revini ba\u015far\u0131yla yapm\u0131\u015f bir \u00fclkedir. \u00d6rne\u011fin, gen\u00e7 devletimiz T\u00fcrkiye Cumhuriyeti\u2019nin ilk Milli E\u011fitim Bakanlar\u0131ndan olan Hamdullah Suphi Tanr\u0131\u00f6ver, e\u011fitim alan\u0131nda ki \u00f6zg\u00fcn \u00e7\u0131k\u0131\u015flar\u0131 ile dikkat \u00e7ekmi\u015f bir T\u00fcrk ayd\u0131n\u0131d\u0131r. Romanya\u2019da B\u00fcy\u00fckel\u00e7i olarak 1931\u20131944 y\u0131llar\u0131 aras\u0131nda g\u00f6rev yapan Hamdullah Suphi Tanr\u0131\u00f6ver, Mustafa Kemal Atat\u00fcrk\u2019\u00fcn direktifleriyle T\u00fcrkiye\u2019den seksen ilkokul \u00f6\u011fretmenini bu b\u00f6lgeye g\u00f6t\u00fcrm\u00fc\u015f; oradan da T\u00fcrkiye\u2019ye y\u00fcz \u00f6\u011frenci getirmi\u015ftir (O y\u0131llarda Gagauz T\u00fcrklerinin ya\u015fad\u0131\u011f\u0131 b\u00f6lge Romanya\u2019ya ba\u011fl\u0131yd\u0131).<\/p>\n<p>Bir ba\u015fka g\u00fczel \u00f6rnek de; Mustafa Kemal Atat\u00fcrk\u2019\u00fcn direktifleriyle 1937 y\u0131l\u0131nda, ba\u015fta Do\u011fu T\u00fcrkistan Vakf\u0131 Genel Ba\u015fkan\u0131 Emekli Tu\u011fgeneral merhum Mehmet R\u0131za Bekin olmak \u00fczere bir k\u0131s\u0131m \u00f6\u011frenci Afganistan \u00fczerinden T\u00fcrkiye\u2019ye getirilmi\u015ftir. Bu \u00f6\u011frencilerden, gerek Gagauz olsun gerekse Do\u011fu T\u00fcrkistan T\u00fcrklerinden olsun, b\u00fcy\u00fck bir k\u0131sm\u0131 \u00e7ok \u00f6nemli g\u00f6revler ifa etmi\u015flerdir. Tabii ki \u00f6\u011frenci getirme i\u015flemi sadece bu b\u00f6lgelerle s\u0131n\u0131rl\u0131 kalmam\u0131\u015ft\u0131r. T\u00fcrkiye Cumhuriyeti kim e\u011fitime muhta\u00e7sa oraya elini uzatm\u0131\u015ft\u0131r. Ayr\u0131ca, bu t\u00fcr faaliyetlerin Osmanl\u0131 Devleti zaman\u0131nda da etkin olarak s\u00fcrd\u00fcr\u00fcld\u00fc\u011f\u00fc Osmanl\u0131 Devlet Ar\u015fivleri\u2019ndeki kay\u0131tlardan bilinmektedir. <\/p>\n<p>\u0130stiklal Harbi\u2019nden sonra T\u00fcrkiye Cumhuriyeti zor \u015fartlar alt\u0131nda kurulmas\u0131na ve Misak-\u0131 Milli s\u0131n\u0131rlar\u0131na \u00e7ekilmek zorunda kalmas\u0131na ra\u011fmen, d\u00fcnyadaki ortak k\u00fclt\u00fcr ve soy birli\u011fine sahip topluluklara duyars\u0131z kalmam\u0131\u015ft\u0131r. SSCB\u2019nin da\u011f\u0131lmas\u0131ndan sonra g\u00fcny\u00fcz\u00fcne \u00e7\u0131kan T\u00fcrk Cumhuriyetleri ile yap\u0131lan anla\u015fmalar \u00e7er\u00e7evesinde ilk at\u0131lan ad\u0131mlardan birisi, e\u011fitim alan\u0131ndaki \u201cT\u00fcrk Cumhuriyetleri ile T\u00fcrk ve Akraba Topluluklardan \u00d6\u011frenci Getirme Projesi\u201d yani k\u0131sa ad\u0131yla \u201cB\u00fcy\u00fck \u00d6\u011frenci Projesi\u201d olmu\u015ftur.<\/p>\n<p>B\u00fcy\u00fck \u00d6\u011frenci Projesi (T\u00fcrk Cumhuriyetleri ile T\u00fcrk ve Akraba Topluluklar\u0131ndan \u00d6\u011frenci Getirme Projesi), T\u00fcrkiye\u2019nin karde\u015f \u00fclke ve topluluklarla ortak de\u011ferlerimizi yenileyerek kayna\u015fmay\u0131 tesis etmek ve onlara her t\u00fcrl\u00fc deste\u011fi sa\u011flamak amac\u0131yla 1992 y\u0131l\u0131nda ba\u015flat\u0131lm\u0131\u015ft\u0131r. Yok olmaya neredeyse mahkum olmu\u015f topluluklar i\u00e7in bir \u00fcmit kayna\u011f\u0131 olan B\u00fcy\u00fck \u00d6\u011frenci Projesi, b\u00fcy\u00fck hayat\u00ee \u00f6nemi haizdir. Tabi\u00ee ki bu arada; T\u00fcrk Cumhuriyetlerinin ba\u011f\u0131ms\u0131zl\u0131klar\u0131na kavu\u015fma a\u015famas\u0131nda bu \u00fclkelerden \u00f6\u011frenci getirme i\u015fine ilk \u00f6n ayak olan ve bu g\u00f6revi ba\u015far\u0131yla deruhte eden Merhum Nevzat K\u00f6so\u011flu\u2019nu da rahmet ve minnetle yad etmek gereklidir. <\/p>\n<p>B\u00fcy\u00fck \u00d6\u011frenci Projesi kontenjanlar\u0131 57 \u00fclke ve toplulu\u011fu kapsamaktad\u0131r. T\u00fcrkiye\u2019nin T\u00fcrk d\u00fcnyas\u0131na y\u00f6nelik olarak y\u00fcr\u00fctt\u00fc\u011f\u00fc en b\u00fcy\u00fck ve en \u00f6nemli projelerinin ba\u015f\u0131nda gelen B\u00fcy\u00fck \u00d6\u011frenci Projesi ile T\u00fcrkler, var olma veya yok olma noktas\u0131na gelen halklara bir \u00fcmit kayna\u011f\u0131 olu\u015fturmu\u015ftur.<\/p>\n<p>\tProjenin ba\u015flad\u0131\u011f\u0131 1992\u20131993 \u00f6\u011fretim y\u0131l\u0131nda bu \u00fclke ve topluluklardan 3000\u2019i orta \u00f6\u011fretim \u00f6\u011frencisi ve 7000\u2019i y\u00fcksek\u00f6\u011frenim \u00f6\u011frencisi olmak \u00fczere toplam 10.000 \u00f6\u011frenci devlet burslusu olarak \u00fclkemize getirilmi\u015ftir.<\/p>\n<p>B\u00fcy\u00fck \u00d6\u011frenci Projesi\u2019ne genel olarak bak\u0131ld\u0131\u011f\u0131nda, T\u00fcrkiye Cumhuriyeti Devleti, 1992\u20132012 y\u0131llar\u0131 aras\u0131nda 44.195 burs tahsis etmi\u015ftir. Bu proje kapsam\u0131nda eldeki mevcut verilere g\u00f6re 15.991 \u00f6\u011frenci 2012 y\u0131l\u0131 itibariyle mezun olmu\u015ftur. (Bu veriler;TC Kalk\u0131nma Bakanl\u0131\u011f\u0131 Ara\u015ft\u0131rma Projesi Raporu, Y\u00fcksek\u00f6\u011fretimin Uluslararas\u0131la\u015fmas\u0131 \u00c7er\u00e7evesinde T\u00fcrk \u00dcniversitelerinin Uluslararas\u0131 \u00d6\u011frenciler \u0130\u00e7in \u00c7ekim Merkezi Haline Getirilmesi, Kalk\u0131nma Ara\u015ft\u0131rmalar\u0131 Merkezi, Ankara 2015 raporundan aktar\u0131lm\u0131\u015ft\u0131r.)<\/p>\n<p>T\u00fcrkiye\u2019nin g\u00fczide \u00fcniversitelerinden mezun olan bu \u00f6\u011frenciler; bulunduklar\u0131 \u00fclkelerde birer T\u00fcrk ayd\u0131n\u0131 olarak; bakan milletvekili, rekt\u00f6r, belediye ba\u015fkan\u0131, b\u00fcrokrat, akademisyen, doktor, m\u00fchendis, i\u015fadam\u0131 vb. mesleklerde \u00fcst\u00fcn ba\u015far\u0131lara imza atm\u0131\u015flar ve atmaya da devam etmektedirler. D\u00fcnyadaki bar\u0131\u015f, huzur ve istikrar\u0131n bir nevi garantisi konumunda olan T\u00fcrk \u00fcniversitelerinden mezun \u00f6\u011frenciler, d\u00fcnyada karde\u015fli\u011fin tesisinde \u00f6nemli vazifeler ifa etmektedirler. <\/p>\n<p>Son olarak T\u00fcrk D\u00fcnyas\u0131nda yapmam\u0131z gereken hususlar\u0131 \u015fu \u015fekilde s\u0131ralayabiliriz: <\/p>\n<p>\t\u2022\tT\u00fcrkiye\u2019de bug\u00fcn yeterli say\u0131da ve kalitede T\u00fcrk D\u00fcnyas\u0131 uzman\u0131 vard\u0131r. Ancak bunlar de\u011ferlendirilememekte ve (nedense) bu uzmanlar d\u0131\u015flanmaktad\u0131rlar. \u00d6ncelikle bu uzmanlar ilgili m\u00fcesseselerde istihdam edilmelidir.<\/p>\n<p>\t\u2022\tT\u00fcrk D\u00fcnyas\u0131 uzmanlar\u0131n\u0131n tabi\u00ee ki, b\u00f6lge dillerini bilen elemanlar olmas\u0131 vaz ge\u00e7ilmez \u00f6n \u015fart olmal\u0131d\u0131r (Dil bilmeyen, \u00e7al\u0131\u015faca\u011f\u0131 b\u00f6lgeyi haritada zor g\u00f6steren, klasikle\u015fmi\u015f k\u00f6hne zihniyetin tasfiyesi mutlaka gereklidir).<\/p>\n<p>\t\u2022\tT\u00fcrk D\u00fcnyas\u0131 uzmanlar\u0131nda aran\u0131lacak di\u011fer bir \u00f6zellik de bunlar\u0131n \u00e7al\u0131\u015fma a\u015fk\u0131 ile yanan ve eserleri ile kendini ispatlam\u0131\u015f \u015fahsiyetler olmalar\u0131d\u0131r.<\/p>\n<p>\t\u2022\tEn az be\u015f y\u0131ll\u0131k planlama yap\u0131lmal\u0131 ve a\u015fama a\u015fama hedefe y\u00f6nelmelidir.<\/p>\n<p>\t\u2022\tNiha\u00ee hedefler mutlaka belirlenmeli ve sonu\u00e7 odakl\u0131 \u00e7al\u0131\u015fmalar yap\u0131lmal\u0131d\u0131r.<\/p>\n<p>\t\u2022\t\u201cG\u00fcven iyi kontrol daha iyidir\u201d ilkesi ile hareket edilmeli ve \u00e7al\u0131\u015f\u0131lan konular d\u00f6nem d\u00f6nem masaya yat\u0131r\u0131lmal\u0131, hesap verici bir sistem olu\u015fturulmal\u0131d\u0131r.<\/p>\n<p>\t\u2022\tT\u00fcrk D\u00fcnyas\u0131 ile ilgili bilgi birikiminin bir elde toplanmas\u0131 sa\u011flanmal\u0131d\u0131r. G\u00fcvenilir istatistikler ve veriler mutlaka elde edilmelidir.<\/p>\n<p>\t\u2022\tT\u00fcrk D\u00fcnyas\u0131na y\u00f6nelik hizmet veren sivil toplum kurulu\u015flar\u0131ndan samimi olanlar\u0131 se\u00e7ilmeli ve bu STK\u2019larla birlikte koordinasyonlu bir \u015fekilde faaliyetler y\u00fcr\u00fct\u00fclmelidir.<\/p>\n<p>\t\u2022\tT\u00fcrk D\u00fcnyas\u0131ndaki ve genelde T\u00fcrk k\u00fclt\u00fcr co\u011frafyalar\u0131ndaki her bir k\u00f6y\u00fcn, kasaban\u0131n, \u015fehrin ve b\u00f6lgenin farkl\u0131 insan karakterleri oldu\u011fu hususu daima dikkate al\u0131nmal\u0131d\u0131r. <\/p>\n<p>\t\u2022\tMerkezden yap\u0131lan planlar, haz\u0131rl\u0131klar ve organizasyonlar ile b\u00f6lgeye yarar de\u011fil zarar verildi\u011fi bir\u00e7ok m\u00fc\u015fahhas misal ile ortadad\u0131r.  \u00c7al\u0131\u015f\u0131lacak b\u00f6lgenin \u015fartlar\u0131 dikkate al\u0131narak, b\u00f6lge uzmanlar\u0131 ile titiz \u00e7al\u0131\u015fmalar y\u00fcr\u00fct\u00fclmelidir. <\/p>\n<p>\t\u2022\tHedef kitlenin insan oldu\u011fu asla unutulmadan hareket edilmelidir. Bug\u00fcne kadar yap\u0131lan hatalar, yanl\u0131\u015fl\u0131klar ve hatta kas\u0131tl\u0131 davran\u0131\u015flar \u00e7ok b\u00fcy\u00fck zararlar meydana getirmi\u015ftir. Bir an \u00f6nce ihlasl\u0131, samimi, mesle\u011fine a\u015fkla sar\u0131lan uzman kadrolara f\u0131rsat verilmelidir.<\/p>\n<p>\t\u2022\tYanl\u0131\u015f yap\u0131lan hususlar\u0131 \u00fclkeler ve \u015fah\u0131slar \u00fczerinden tasvir etmek hi\u00e7 bir fayda sa\u011flamayaca\u011f\u0131 i\u00e7in, yap\u0131lan hatalar hesap sorma gayesi ile dile getirilmemeli ama \u00f6rnek olmas\u0131 a\u00e7\u0131s\u0131ndan m\u00fcessese ve \u015fah\u0131slar zikredilmeden ortaya konulmal\u0131d\u0131r (Biz tabi\u00ee ki burada bunlar\u0131 dile getirmedik).<\/p>\n<p>\t\u2022\tT\u00fcrk D\u00fcnyas\u0131 hi\u00e7 kimsenin mal\u0131 de\u011fildir, ancak hi\u00e7 kimsenin de deneme-yan\u0131lma yolu ile oynayaca\u011f\u0131 yap-boz bir oyuncak alan\u0131 da de\u011fildir. \u0130nsanlara dair alanlarda g\u00f6r\u00fclen i\u015flerde sadece kamu hakk\u0131 de\u011fil, ayn\u0131 zamanda kul hakk\u0131 vard\u0131r.
