A major corruption scandal that has allegedly been operating for years at the Driver’s License Center in Peja has ended with the filing of a voluminous indictment by the Basic Prosecutor’s Office in Peja. 12 people are included in the dock, who are suspected of having, through bribery, manipulations and violations of the law, provided the candidates with the illegal equipment with driver’s licenses.
According to the Prosecutor’s Office, the 391-page indictment was filed by the Department for Serious Crimes and includes the criminal offenses of “Misuse of official position or official authority”, “Manipulation of evidence”, “Legalization of false content” and “Giving bribes”, reports Klankosova.tv.
At the center of the case is the defendant A.Sh., who, in the capacity of Unit Coordinator of the Driver’s License Center in Peja, is suspected of having, from 2021 to July 23, 2024, organized and facilitated the holding of theoretical exams in an illegal manner. According to the indictment, the candidates were allowed to take the test even when they did not appear on the official lists or did not have complete documentation.
The prosecution claims that the defendant R.S. was also involved in this scheme, who allegedly mediated bribes from representatives of driving schools in the amount of 300 to 1 thousand euros, in order to pass the candidates to the theoretical and practical tests.
The indictment also mentions tampering with evidence, where A.Sh., T.Sh. and R.S. it is suspected that on November 17, 2023 they acted in complicity in the office of the coordinator of the Driver’s License Center in Pejë.
The defendant T.Sh., as the questioner of the theoretical part, is accused of helping the candidates by showing them the correct answers during the test and allowing them to enter the exam even without complete documentation. Similar actions, according to the Prosecutor’s Office, are suspected to have been carried out by M.Sh, reports Klankosova.tv.
Part of the investigation is also the administrative official L.G., who allegedly allowed candidates to enter the exams with incomplete files and did not register dozens of candidates in the official books. During the control, the investigators also found files kept outside the institution in an illegal manner.
Meanwhile, the examiners of the practical part B.K. and N.D. are accused of having organized tests outside the official schedule and in violation of administrative procedures, enabling candidates to pass without meeting the legal criteria.
According to the Prosecutor’s Office, some driving schools are suspected to have benefited from this scheme, which have gained an unfair advantage in the market by registering many more candidates than their competitors.
Among the accused are representatives of the driving schools, who are charged with “Giving bribes”. and “Legalization of false content”.
The Basic Prosecutor’s Office in Peja has asked the court that, after examining the evidence, the accused be declared guilty and punished according to the law, stressing that it remains determined to fight corruption and abuses that violate citizens’ trust in public institutions.
