The Special Prosecutor’s Office of the Republic of Kosovo (PSRK) on August 25, 2026 filed an indictment against Fatmir Sheholli for two criminal offenses “Espionage” and “Blackmail”.
Sheholli is charged with implementing the operational plan prepared by an official of the Information Service of Serbia (BIA), conveying to him information and documents related to political activities and the security situation in Kosovo, with the aim of damaging the country’s interests, as well as direct intervention in the election process held on October 12, 2025. It is also accused that while he was in custody, he blackmailed the victim A.J., damaging him over 13 thousand euros under the threat of publishing in the media video recordings and information that harm his reputation and authority.
In the indictment provided by the “Oath of Justice”, it is said that from an unspecified date until October 9, 2025 in the territory of Kosovo, continuously and with direct intent, Fatmir Sheholli, as a person recruited by the Information Service of Serbia (known as BIA), acted according to the orders and tasks assigned by the senior official of the BIA, Bojan Dimić.
In the indictment it is stated that the BIA official from whom Sheholli received orders, serves as director in the Directorate Against Terrorism and Organized Crime International.
Further, in the indictment it is stated that Sheholli collected, provided and through telephone communications and messages forwarded to the official in question information and documents related to political activities and the state of security and the function of institutions in the territory of the Republic of Kosovo.
According to the indictment, Fatmir Sheholli has fully implemented the operational plan prepared by this official of the Serbian BIA with the aim of damaging the interests of the Republic of Kosovo and direct interference in the election process held on October 12, 2025.
This is because, according to the indictment, on September 29, 2025 at around 2:00 p.m., Sheholli, accompanied by a family member, used the “AUDI” vehicle and traveled to North Mitrovica and that in the parking lot of the Technical School and near a cafe, an unidentified person received materials with audio content and transcripts conversations.
According to the indictment, these audios and transcripts belong to some senior officials of the Ministry for Communities and Return in the Republic of Kosovo and are intended for their comprehensibility. For this service, according to the indictment, Sheholli received the sum of 5,000 euros.
The indictment states that, in accordance with the BIA official’s plan, he handed over the obtained materials to the journalist Milaim Zeka, giving him the sum of 1,000 euros, as well as instructing him at the same time on the way and time of their publication on his show and a few days before the voting day for the local elections.
Thus, it is said that through with these actions in the function of the duties assigned by the BIA, Sheholli has seriously damaged the state interests, discredited the institutions and their officials, contributed to the deepening of social divisions, as well as enabled the direct intervention of a foreign information service in an election process in the Republic of Kosovo.
With these actions, Fatmir Sheholli is charged with the criminal offense of “Espionage” from article 124, paragraph 3 related to the article 77 of the Criminal Code of the Republic of Kosovo (KPRK).
In point two of the indictment, it is said that Sheholli, from 2022 to December 2025, including the period he was in custody, with the purpose of illegally obtaining material benefit for himself, blackmailed the injured party A.J., owner of a business in the Republic of Kosovo.
In the indictment it is said that The defendant forced the injured party to act to the detriment of his property in an amount exceeding 13 thousand euros, asking him for money in the name of a loan and then through the threat that in case of non-payment of money he would publish in the media video recordings and information that seriously damage the honor, reputation and authority of the injured party.
Always according to the indictment, these actions of Sheholli were confirmed through secret measures investigation, where it is proven that during the period that Sheholli was in custody, through one of his relatives he sent threatening messages demanding the monthly sum of 700 euros with the warning that otherwise he would publish the video recordings.
According to the indictment, the injured party, through one of his employees, delivered to Sheholli’s family the sum of 500 euros.
So, for these actions Sheholli is also charged with the criminal offense of “Blackmail” from article 329, paragraph 2 related to article 77 of the KPRK.
Otherwise, regarding the claims mentioned in the indictment, “Betimi per Drejësi” has contacted the journalist Milaim Zeka, who said that he is hearing about these claims for the first time.
“Fatmir has given material wealth to other journalists as well. 1,000 euros were given for the translation of the materials and we were told that they belong to the German Gizzi”, stated Zeka.
After the submission of the indictment to the Basic Court in Pristina, the initial hearing is expected to be scheduled.
The prosecution has proposed that Seholli’s detention be continued until the end of the judicial review. Also, that the seized items and property (including 3 thousand and 185 euros) seized from the defendant, according to the final restraining order of the court, be confiscated after the end of the trial.
The prosecution has proposed that Nenad Rashić be invited as the victim/witness, as well as Milaim Zeka as the witness.
As for the evidence of mentioned in the indictment for the crime of espionage, it is said that the defendant, during the period of the conflict in Kosovo but even earlier, was part of the then Yugoslav security structures, and also exercised media activity in Radio and Television of Pristina administered by the violent Serbian regime and then in “AS TV” television, where he conducted material and interviews that matched the official narrative of the Serbian authorities, and to the detriment of the interests of Albanian population in Kosovo.
There it is said that in an interview in 1999 for the well-known international newspaper “Los Angeles Times”, Sheholli had stated that: “Serbian forces were not committing genocide in Kosovo, but only individual crimes”. Also, it is said that there are also interviews and public appearances of the defendant from Belgrade, in which he had criticized the KLA, NATO and the policy of the United States of America in Kosovo, presenting claims that the KLA was created and supported by American services.
Also, the Prosecution has attached to the indictment other evidence for a significant number of public appearances of the defendant after the end of the war, in local and regional media, where it is noted that he has publicly supported positions in favor of the “Serb List” and its political exponents, attacking the political opponents of this party, with the claims that they are against the interests of the Serbs in Kosovo.
According to the indictment, among the evidence is also “The transcript of the conversation between Fatmir Sheholli and Millan Rajdojqiq in Radojqiq’s office near the “Grej” restaurant in the north of Mitrovica”, evidence seized during the search in the house of the defendant Sheholli.
As another piece of evidence, the indictment has also attached Sheholli’s statements regarding Milan Radoiçiqi, who is now wanted by international arrest warrant by the justice bodies in Kosovo, where he had publicly expressed confidence in his innocence in relation to the investigations into the murder of Oliver Ivanovic.
There it is said that Sheholli had requested that the justice give him the opportunity to testify. his innocence and in other media appearances, while he had also portrayed him as a factor with a positive influence in the north of the Republic of Kosovo.
According to the indictment, the evidence proves that Sheholli has continuously maintained contact with the BIA official, Bojan Dimić, carrying out activities in the interest of this foreign service and to the detriment of the interests of the state of Kosovo, as well as using various references in order to avoid and evade responsibility criminal.
“It should be emphasized that from the transcribed conversations, it appears that Fatmir Sheholli, in coordination with Bojan Dimici, Milaim Zeka and other persons, organizes the acceptance, translation and publication of audio materials and transcripts that are suspected to have been obtained illegally, to some officials of the Ministry of Return in the Government of the Republic of Kosovo,” the indictment states.
During the communications, according to according to the indictment, Sheholli discusses with Dimić (in Serbian) how to deliver the materials, measures to avoid detection and surveillance, their storage, as well as coordinates publication in the media and social networks in order for the content to have as much echo and public impact as possible.
The indictment says that on September 24, 2025, Sheholli contacted Zeka, in this case as a witness, whom he informs that on On September 27 or 28, he will accept the materials and then hand them over for publication.
“(Fatmir tells Milaim Zeka in this phone call: “I hear those things will come on the 27th or 28th, we will see them and talk about them”). To hide their origin, he presents the materials that he obtained from “GIZI Gjerman”, while promising Milaim Zeka the amount of 2,000.00 euros for the publication of yours, 1,000 euros at the beginning and another 1,000 euros after ten days, after their publication in his show “Pa Rrotlla”, is quoted in the indictment.
These incriminating actions of the defendant are said to be confirmed by the implementation of special investigative measures, in the audio-recording of the conversation with Zeka.
