After the end of the current mandate of the head of mission of EULEX, Giovanni Pietro Barbano, the mission has announced that the task of acting head of mission will be taken by the current deputy, Emily Rakhorst.
In an official announcement, EULEX announced that Rakhorst will lead the mission until the appointment of a new head. The mission has also called on citizens to follow the official account of the acting official on the X social network for information on EULEX activities.
This change comes after the three-year mandate of Giovanni Pietro Barbano ended on Thursday, who greeted Kosovo through a thank you message.
“As I say goodbye to Kosovo, I feel deep gratitude for these three years. Serving as head of EULEX was one of the most important part of my professional life. I leave with many friendships and unforgettable memories. I wish you a bright and successful future,” stated Barbano. According to the official biography published by EULEX, Emily Rakhorst is an international legal advisor with long experience in conflict and United Nations missions.
She graduated in law at the University of Groningen. Netherlands, specializing in criminal law. During her career she has been engaged in international criminal justice, war crimes prosecution, justice reform and strengthening the rule of law.
Prior to joining EULEX, Rakhorst was chief of staff at the European Union Monitoring Mission in Georgia (EUMM), where she led an organization of around 350 staff responsible for monitoring the implementation of the agreement that ended the August war. 2008.
Earlier she headed the Court Management Unit at the Registry of the Specialized Chambers of Kosovo in The Hague, was part of the planning team for the establishment of the Specialized Chambers and the Registry within EULEX, worked as a justice expert in the EUPOL COPPS mission in Palestine, as well as at the International Criminal Tribunal for the former Yugoslavia (ICTY).
Emily Rakhorst will practice the duty of the head of EULEX until the appointment of the new head of the mission.
