Even though Mereme Sela and Vladimir Mulaj were also presented as candidates at the beginning, they were disqualified by the Commission for the Organization and Control of Electoral Operations (KOKOE) during the documentation review process.

According to the decision of KOKOE, their disqualification came because they did not meet the statutory criteria defined by party.

Specifically, it was assessed that the candidates lacked a high political profile as well as leadership experience at the national and regional electoral levels.

“From the reviewed applications it appears that: Mr. Sali BERISHA, member of the Democratic Party, submitted a request for candidacy, together with the relevant documentation, according to the provisions of point 2 of decision no. 35/1 dated 18.03.2016 of KOKOE. The documentation is complete and KOKOE unanimously assesses that Mr. Sali BERISHA meets all the criteria set out in the decision no. 35/1 of KOKOE. Ms. SELA, a member of the Democratic Party, has submitted a request for candidacy, together with the provisions of point 2 of the decision. No. 35/1 dated 18.03.2016 of KOKOE. The documentation is in order, but KOKOE unanimously assesses that Ms. Mereme SELLA does not meet the statutory criteria as well as those defined in the decision no. 35/1 dated 18.03.2016. Specifically, the candidate does not meet the criteria of a very high public profile and political, as well as that of the electoral leadership experience at the national or regional level; Mr. Vladimir MULAJ, a member of the Democratic Party, has submitted a request for candidacy, along with the relevant documentation, according to the provisions of decision no. 35/1 of KOKOE. The documentation is complete and regular, but Mr. Vladimir MULAJ unanimously assesses that it does not meet the statutory criteria determined in point 4 of decision no. 35/1 dated 18.03.2016 of KOKOE. Specifically, despite being a member of PD, the candidate does not meet the criteria of a figure with a very high public and political profile, as well as that of electoral management experience at the national or regional level”, it is stated in the decision of KOKOE that only 3 candidates, Sali Berisha, Mereme Sela and Vladimir Mulaj, managed to meet criteria with the submission of documentation for the head of the Democratic Party, while the other requests were disqualified “as they do not meet the condition of presentation by a member of the Democratic Party, they cannot be handled by KOKOE nor by any other body of the Democratic Party according to the Party Statute”. conditions, the race for the leadership of the Democratic Party remains with a single candidate, where the reconfirmation of Berisha, the historic leader of PD./rtsh is expected.
