Kosovo has recorded the largest increase in foreign direct investment (FDI) in the Balkans during 2025, compared to 2024, ranking first in the region with +30%.
According to a regional summary of FDI flows for 2025, Kosovo has attracted around 1.03 billion euros, with an annual increase of 30%.
Slovenia ranks after it with 1.44 billion euros and an increase of +19%, while Montenegro has recorded 531 million euros with an increase of +8%.
On the other hand, some countries have suffered a marked decrease.
North Macedonia has recorded the biggest contraction, with only 468 million euros and a decrease of -61%, while Serbia has recorded 2.278 billion euros, but with a strong decrease of -51% compared to the year preliminary.
Croatia also experienced a significant decrease, with 2.63 billion euros of FDI, but with a decrease of -37%.
Meanwhile, Albania recorded a slight increase of +3%, with flows of about 1.634 billion euros.
For Bosnia and Herzegovina, the data in the graph is presented only for the period Q1–Q3 2025, where 537 million euros are reported, with a decrease -25%.
The moves show a year of stark contrasts in the region: some economies are attracting more foreign capital, while others are facing sharp declines in inflows.
