The European Union today restored full implementation of its cooperation agreement with Syria, marking a further step in rebuilding ties after the fall of Bashar al-Assad’s regime, Anadolu reports.
The European Council adopted a decision ending the partial suspension of the Cooperation Agreement between the European Economic Community and Syria, revoking a 2011 decision that had banned parts of the agreement due to human rights violations by the Assad regime.
“The decision sends a clear political signal of the EU’s commitment to re-engage with Syria and support its economic recovery,” the council said in a statement. The suspension, imposed in 2011 and extended in 2012, targeted trade provisions involving Syrian exports, including oil, petroleum products, gold, precious metals and diamonds.
The council said the conditions that led to the suspension “no longer exist” after Assad’s fall in December 2024. An EU decision earlier this year lifted economic sanctions on Syria, except those which are being held for security reasons.
According to the council, the restoration of the agreement is part of the bloc’s wider policy to support “a peaceful and comprehensive transition in Syria” and to help the socio-economic recovery of the country.
The European Commission will formally notify the Syrian authorities of the decision, the statement noted, noting that the restored provisions will enter into force on the first day of the month following the notification. The cooperation agreement, signed in 1977, forms the framework for economic and trade relations between the EU and Syria.
The Council said the EU remains committed to supporting human rights, inclusive governance and the reintegration of Syria into the international economic system.
