Dirk Schübel, EU special representative for Kosovo

The Council of the European Union has appointed the German diplomat Dirk Schübel as the special representative of the European Union for Kosovo. Schübel will succeed Estonian diplomat Aivo Orav, who left Kosovo in April. According to the EU announcement, he will take office on September 1, 2026, with an initial term of two years.

The communique states that Dirk Schübel is a German diplomat with extensive experience in a number of leadership positions in the European External Action Service (EEAS), in the European Commission, as well as in the Ministry of Foreign Affairs of Germany. He currently heads the Russia Division at the EEAS.

Previously, during the period 2022–2024, he served as the EU’s Special Envoy for the Eastern Partnership. He also led the EU delegation to Belarus from 2019 to 2022 and the EU delegation to Moldova from 2009 to 2013, where he played a key role in strengthening the EU’s engagement in the Eastern neighborhood. multi-ethnic, supporting its European perspective through public communication and direct engagement with the public.
