The former chairman of the Albanian National Council in the Preševo Valley, Ragmi Mustafi, said that the president of Serbia, Aleksander Vučić, uses the local Serbs for the interests of his power.

Commenting on Vučić’s statement that he requested the return of Serbian prosecutors to the Kosovo institutions that had once resigned on his orders, Mustafi said that Serbia must account for the way it destroyed the justice system in the Preševo Valley. Presevo

When Aleksandar Vucic ordered Serbian judges to leave Kosovo’s institutions, Belgrade called it a patriotic act. Today, the same Vučić demands their return to office.

Before demanding the return of Serbian judges to Kosovo, Serbia must account for the way it destroyed the justice system in the Preševo Valley.

January 1, 2010 – Serbia, with the reform of the judicial network, abolished the courts in Preševo, Bujanoc and Medveđa, centralizing them and making it difficult for citizens to access justice.

January 1, 2014 – only the Basic Court in Bujanoc was restored, while Presheva and Medvegja never regained their court.

Today, in the entire judicial system covering the Presheva Valley there are only:

7 Albanian judges out of 216 in total (3.2%).

0 Albanian prosecutors in the main prosecutor’s offices covering region.

There are 35 positions in the High Prosecutor’s Office in Vranje, while only 1 Albanian prosecutor, who is on the verge of retirement. The High Court in Vranje, no Albanian. The district of Pcinja consists of about 30% Albanians, Presheva and Bujanoc are part of the seven municipalities.

May 15, 2026 – Serbia announced the largest competition for the election of judges (Official Gazette no. 45/26), with hundreds of new positions in the judicial system.

In Presheva, one position was open and it was filled with a Serb.

In Bujanoc, two were opened. position and one was filled with a Serb and one position remains unfilled.

No Albanians were elected even though they applied.

So, while Belgrade is seeking the return of Serbian judges in Kosovo, it has kept Albanians out of the justice system in Preševo, Bujanoc and Medveđa for 16 years.

You cannot demand European standards for Serbs in Kosovo, while Albanians in Serbia are denied basic representation in courts and the prosecutor’s office. Equality before the law cannot be selective
