By the fall of this year, the Special Court is expected to file the first indictment against former KLA leaders. Kosovo has fulfilled all the criteria, but now it is up to the EU to appoint a panel for the recruitment of judges for the Court. Apparently, the political crisis in the country will not prolong the establishment of the Special Court.
Kosovo has already fulfilled all the criteria for establishing the Special Court. Following the ratification of the agreement with the Netherlands, the host countr of the Court, it is now up to the EU to accelerate the process.

The EU must appoint a panel to recruit the judges. Judicial experts claim that the Court is established with the signing of the agreement between Kosovo and the Netherlands.

Law professor, Vigan Qorrolli said that within this year, more specifically by the fall of this year, the Court will file the first indictments. The current political situation, said Qorrolli, will not halt the functioning of the Court.

“Internal political problems cannot hinder an international obligation, such as the Special Court, since all the actions of the Court will take place outside the territory of Kosovo”, said Qorrolli.
