The Central Election Commission has foreseen a new control mechanism during the counting of votes for the June 7 elections, with the aim of preventing the manipulations that have been evidenced in the process before six months.
CEC spokesperson, Valmir Elezi, has said that the Electoral Regulation for the Counting and Results Center has been amended, to which a provision has been added re.
“Specifically, it is foreseen that after receiving the election materials from the regular polling stations at the Center of Counting and Results, the CEC assesses the situation and, if necessary, may decide to recount the votes of up to 10% of randomly selected polling stations”, said Elezi.
The CEC has not changed the regulation that defines the criteria for the engagement of commissioners. It does not allow to engage persons who have been sentenced by a final decision in the last three years, but it does not deny involvement in the process to persons who are under investigation.
The CEC has said that the issue of the selection of commissioners will be handled with care.
And, on Wednesday, this institution approved the new Regulation for election observers, which provides for the prohibition of certification for persons who have problems with the law.
“Persons who have been convicted or are under investigative procedure for election violations, cannot be included as observers in the list of observers of the certified political entity”, it is stated in article 4 of the Regulation on election observers.
Also, the new regulation obliges the heads of political parties, or the responsible persons, to submit to the CEC a written statement, through which they promise that their observers will adhere to election laws and rules.
Commissioners deal directly with the counting of votes, while observers only monitor the process.
The CEC has also changed the Regulation on Registration and Voting Outside Kosovo and with the new norms it is determined that, if less than 50 voters are registered in a voting center in an embassy or consulate, physical voting will not take place there. In this case, voters automatically go to vote by mail and are notified by the relevant institutions.
The elections of June 7 will be the third parliamentary elections in a year and a half.
