In 2025, the average gross salary in Kosovo was 713 euros, compared to 639 euros in 2024, marking an increase of 11.6%. Meanwhile, the average net salary reached 636 euros, from 552 euros in 2024, marking an increase of 15.2%.
The average net salary in Kosovo has reached 636 euros during 2025, but the difference between sectors continues to be large. Public enterprises pay over 800 euros, while the private sector remains below 600 euros.
The Kosovo Statistics Agency has published the report on the level of wages in Kosovo for 2025, which shows a general increase in wages in all sectors, both gross and net.
According to the data, the average gross wage in Kosovo in 2025 has reached 713 euros, compared to 639 euros. as it was in 2024. This represents an increase of 11.6 percent within one year.
Meanwhile, the average net salary has reached 636 euros, from 552 euros last year, marking an increase of 15.2 percent.
The increase in salaries has been recorded in the public sector, public enterprises and the private sector, however, the differences between them continue to be pronounced.
In the administration public, the average gross salary has increased from 755 euros to 840 euros, while the net salary from 668 euros to 744 euros. This means that the public sector continues to be significantly better paid than most of the private economy in the country.
Salaries in public enterprises are even higher.
According to KAS, the average gross salary in this sector has reached 915 euros, from 783 euros in 2024. The net salary has gone to 812 euros, marking an increase of 18.5 percent.
This makes the sector of public enterprises is the sector with the highest salaries in Kosovo.
On the other hand, the private sector continues to have the lowest salaries, despite the increase recorded during 2025.
The average gross salary in the private sector has increased from 598 euros to 666 euros, while the net salary from 513 euros to 596 euros. Although there is an increase of over 16 percent in the net salary, the difference with the public sector and public enterprises remains large.
The data show that a worker in a public enterprise receives on average over 200 euros more in net salary than a worker in the private sector.
The report also highlights large differences between economic activities.
The sector with the highest salaries in Kosovo during 2025 was “Information and communication”, where the average gross salary has reached 1 thousand 216 euros, while the net salary is 1 thousand 68 euros.
Behind it is the electricity, gas, steam and air conditioning supply sector, with 1 thousand 133 euros gross and 1 thousand euros net.
On the other hand, the lowest salaries were registered in the “Other Services” category, where the average gross salary was only 425 euros, while the net salary was 387 euros. This means a difference of over 680 euros in the net salary between the highest paid sector and the one with the lowest salary in Kosovo.
The KAS report shows that, although salaries have increased during 2025, the differences between sectors continue to remain large, especially between the public and private sectors.
