Raskin has argued that confidence in Trump’s ability has fallen to a historic low, and that the country is on a dangerous precipice that requires immediate congressional intervention.

Unlike the regular process of impeachment that requires proof of concrete crimes, the 25th Amendment focuses entirely on the concept of incapacity to govern.

This procedure that provides for Vice President J.D. Vance and the majority of the Cabinet send an official letter to Congress declaring that the President can no longer exercise his power.

In the event that the president disputes this assessment, the final decision goes to the House of Representatives and the Senate, which must express a two-thirds majority to make his removal valid.
