Diplomacy under Gërvalla, the embassy in Berlin paid 300 euros an hour to an “unknown” firm for consulting

The National Audit Office has conducted the financial audit of the Ministry of Foreign Affairs and Diaspora during the time that this department was led by Donika Gërvalla. In their findings, it is stated that the Embassy of Kosovo in Berlin paid 300 euros per hour to a firm for consulting and legal representation services.

ZKA notes that the diplomatic and consular missions of the Republic of Kosovo have failed to respect the Procurement Guidelines for Missions in several cases, Insider writes. 300 euros per working hour or a total of 39,000 euros.

Although the tools have been executed, this embassy has not provided evidence to the ZKA that proves that the services have been performed.

“From the sample tested, it has been observed that the economic operator has invoiced the Consulate General of Kosovo in Frankfurt for services provided to this consulate, in a total value of €39,181. Although the Consulate has executed the payment, they have not provided sufficient and relevant evidence (such as detailed time-sheets or specific outputs), which prove that the billed hours correspond to the real services performed”, says the finding of the ZKA.

The auditor says that an irregularity occurred due to the non-determination of the contract manager and the lack of a formal process for accepting services.
