Selim’s detention has been continued. He was not present at the announcement, reports “Oath of Justice.

However, at the initial hearing on September 23, 2025, Selimi was declared innocent.

According to the indictment of the Special Prosecution of the Republic of Kosovo filed on September 9, 2025, Hysri Selimi was charged that from November 2009 until his arrest on May 6, 2025, as recruited by the Intelligence and Security Agency of Serbia (known as BIA), has continuously helped the work of this service in the form of collecting and sending information related to the activities of KLA members, killings during the war, radicalized persons and the number of their participation in the war in Syria.

The indictment says that the accused, according to the requests and instructions of BIA officials (which they provided him with smart phones and financial means, promising to buy him a house) on November 22, 2015, he had traveled to Syria, through the Istanbul airport, on a mission assigned by the BIA.

According to the indictment, Selimi first joined the terrorist organization ISIS, then sent information to BIA officials about the number of Albanians participating in ISIS, their organization and in which parts of Syria they operated.

Meanwhile, the indictment says that after returning to Kosovo from Syria and serving time in prison for participating in terrorist organizations, Selimi had continued to meet with BIA officials, more specifically with the director for combating terrorism within the BIA and another official in Serbia, such as in Vranje, Niš and Bujanoc, whom he informed based on the tasks they had previously assigned to him, which had to do with information related to persons radicalized and the development of Wahhabist currents in Kosovo, their influence, the number and functioning of “Mesjides” (religious spaces where religious rites are performed), as well as other important information.

The indictment states that as a reward for this information, BIA officials paid Selim up to 700 euros per month, also offering him smartphones to communicate with BIA officials.

Through these actions, according to the Prosecutor’s Office, Selimi has seriously endangered and seriously damaged the constitutional legal order and the security of the Republic of Kosovo, thus helping the Serbian BIA to create a narrative harmful to the citizenship of Kosovo.

Therefore, for these actions, Hysri Selimi was charged with the criminal offense of “Espionage” from article 124, paragraph 3 related to article 77 of the Criminal Code of the Republic of Kosovo.
