Two directors from the Ministry of Internal Affairs have announced that the office in North Mitrovica has so far received over 500 applications for devices with residence permits, while the first decisions regarding these requests have also been made.
These statements were made at a round table on human rights, organized by the non-governmental organization “Center for Advocacy of Democratic Culture” (ACDC), within the project “Building faith through human rights”.
At this meeting, special focus was placed on the Law on Foreigners and the Law on Vehicles, including the provisions that came into force on March 15.
The Director of the Department for Citizenship, Asylum and Migration, Valon Krasniqi, said that the number of staff in this office has increased and the process is progressing well.
“The Department for Citizenship, Asylum and Migration, especially in We have increased the capacity of the Foreigners’ Office here in North Mitrovica, from 1 to 7 officials, who are accepting applications for residence permits, distributing the necessary information, forms, and documents for the parties to bring wherever they wish to apply quite well regarding the residence permit. So far, we have received over 500 applications in our office in North Mitrovica, and I can also inform you that we have made the first decisions regarding their applications. So far, over 70 decisions have been made by the Foreigners’ Division,” said Krasniqi, the director of the Legal Department at the Ministry of Interior, Qendrim Bytyqi. there are no rejections, as the officials contacted the applicants when the documentation was missing.
“When we talk about rejections, we have to keep in mind something very important. The request for a residence permit, if a person applies for a residence permit and is denied the request for a residence permit, the law obliges the person to leave the territory of Kosovo. This is the standard of all laws for foreigners in all countries of the world, especially in Europe. If someone’s request for a residence permit is refused, the decision is issued, it is an obligation to issue a decision to leave the territory. This is the reason why of these cases that we have received so far, that Director Valon mentioned, there are about 70 cases of approval, we are talking about about 180 cases of family reunification, because there are requests for work permits in institutions that have not been processed, because there are some other preconditions when they can be processed” – he said he
He added that the officials contacted the applicants every time the documentation was missing, in order to avoid rejections.
“These 70 cases of approval were from them that when the citizens applied, a document was missing or the document that was needed to be approved was not there, and what the officials have done is that they have contacted the applicant if they have seen that they have the right to receive a residence permit. When a document is not they have contacted me and asked me to provide the document so that my request is not rejected, because if it is rejected I have to leave. Out of 180 cases at the moment, we have no rejections,” Bytyqi said.
Bytyqi also spoke about the civil registration and citizenship applications.
“In the first facts, the director mentioned that if someone goes to register a fact, of birth, death or marriage, there is no need to give you confirmation because that he is registered immediately in the system. At the moment, the birth is registered if he has the documents, so there is no need for confirmation or waiting or rejection. Now the problems are a little bigger with the applications for citizenship, for naturalization, which is normally handled by the Department for Citizenship, while the responsibility for accepting the applications is with the municipality” – he added. Meanwhile, the Deputy Director of Police for the Northern Region, Veton Elshani, said that the law enforcement process is going well and so far 224 warnings and 21 fines have been issued. the process of implementing the law is very good, but when the policeman stops someone, he decides what to do with a citizen. It is easy to give a ticket to everyone. For this reason, we have left the power to the policeman to decide, everything is going well at the moment away the car from here, because we know how they bought it and how they took possession of it and they want me to go to Serbia, we are not stopping them, but there comes a certain moment when we need to stop that border crossing as well, because the police order it, I am responsible for the order police in the north, but now we are pressuring the border police not to stop the cars when they try to leave that part” – he said Elshani.
Institutional representatives assessed that the process of implementing new legal provisions in the north is developing without major obstacles, while they said that the handling of applications for residence permits, civil registration and issues related to vehicles will continue in the next period. At the same time, the need for citizens to be informed and assisted in fulfilling legal procedures was emphasized.
