Canada exported $14.7 million worth of military goods to Israel despite a freeze on weapons permits

Canada has exported almost $14.7 million worth of military goods and technology to Israel in 2025, despite its policy of not approving new export permits for weapons that could be used in the Gaza Strip, Anadolu reports.

The figures were released in Global Affairs Canada’s 2025 Annual Report on Strategic Goods and Technologies, which provides details on Canadian military exports and the activity of export permits.

The report states that Canada exported $14,671,705 worth of military goods and technology to Israel during calendar year 2025. Israel was among the destinations that received Canadian controlled military exports, which totaled approximately $2.05 billion to non-U.S. destinations worldwide.

According to the report, during 2025 a total of 50 export permits for military exports to Israel.

Permits used include authorizations issued during 2025 or earlier years that were used for exports during the reporting period.

“As of January 8, 2024, the Government of Canada has not approved any new permits for the export of weapons to Israel that could be used in the Gaza conflict, and this remains our approach,” it said. report.

The report claims that information on exports to Israel is consistent with documents previously presented to the House of Commons Standing Committee on Foreign Affairs and International Development.

It argues that Global Affairs Canada’s approach has been to refrain from issuing new permits and to suspend a limited number of export permits for military items destined for Israel that could be used in the conflict in Gaza.

Noting that a judicial review application filed in 2024 seeks to challenge export and brokering permits for military equipment destined for Israel issued after October 9, 2023, the report adds that another lawsuit claims Canada has breached its national and international legal obligations by authorizing arms exports to Israel.

According to the report, both cases remained pending until 31 December 2025.
