The new draft law of the Government of Kosovo on temporary measures for basic products foresees direct intervention in the market only in cases of economic destabilization, with the main aim of protecting citizens and maintaining price stability. According to the published draft, institutions will have the right to set maximum prices for basic products, as well as determine profit margin limits for wholesale and retail traders, in order to prevent unreasonable price increases during crises.
The draft law foresees that these measures will not be permanent, but will be applied only in exceptional situations when the market experiences large fluctuations or a lack of supply. For their implementation, a special decision-making body is expected to be created, which will analyze the market situation and recommend concrete measures, aiming at a balance between consumer protection and the functioning of the free economy.
For citizens, the main benefit from this draft law is related to the protection from immediate and unjustified price increases of essential products, such as basic foods and necessary items. In crisis situations, this means more security for the family budget and more stable access to necessary products.
On the other hand, for businesses, the draft law brings a clearer regulatory framework in emergency cases, establishing the same rules for all operators in the market and avoiding unfair competition. However, they may face profit restrictions during the periods when the measures are activated, as margins and prices will be controlled by the state.
The government emphasizes that the purpose of this law is not to continuously intervene in the market, but to create a protective mechanism that is activated only when there is a risk of economic destabilization, trying to maintain a balance between the interest of citizens and the normal operation of businesses.
