AKK: Municipalities will be damaged over 150 million euros this year

The municipalities of Kosovo are expected to be financially damaged by more than 150 million euros during 2026, as a result of court decisions, the non-implementation of the judgments of the Constitutional Court, the reduction of the education grant and the halving of the performance grant.

The executive director of the Association of Municipalities of Kosovo (AKK), Sazan Ibrahimi, said that only during the first six months of this year, the municipalities received over 60 million euros from court decisions, most of which are related to collective contracts.

Ibrahimi has stated that another financial burden for the municipalities will be the non-implementation by the Ministry of Finance of the judgment of the Constitutional Court regarding the work experience of public servants.

According to him, the municipalities will also face a reduction of the specific grant for education.

“I also add the last decision of this To the Government of the Republic of Kosovo, where the specific grant for education has been reduced for municipalities by around 24 million euros, where over 3,000 teachers at the local level will be paid from the budgets of the municipalities of the Republic of Kosovo and the value will be around 24 million euros”, he added.

Ibrahimi also criticized the decision to halve the performance grant for the beneficiary municipalities.

“Unlawfully, they halved this grant and decided that instead of 4 million euros it will be 2 million euros. In other words, the damage to the five beneficiary municipalities is about 2 million euros. In total, this year, based on our calculations, it turns out that the municipalities will be damaged financially over 86 million euros,” he said. He warned that most of these funds will come from capital investments, subsidies and services.

Ibrahimi has added that the central level is transferring financial responsibilities to the municipalities that do not originate from their decisions, and according to him, the financial consequences will be aggravated by the additional costs of judicial and enforcement procedures.

“You cannot unilaterally and arbitrarily terminate the contract with a teacher because that teacher will use the legal procedures and will benefit from those financial means. Except for those who will to benefit, lawyers and bailiffs will earn a percentage of up to 30%. Also, this percentage of lawyers, judicial procedures and bailiffs is the same for the non-implementation of the Constitutional Court’s decision on the rate of work experience from 0.25 to 0.5%,” Ibrahimi said. they provided them with the municipal budgets. /EO
