The Democratic Institute of Kosovo (KDI) has called on the Acting President, Albulena Haxhiu, to set as soon as possible the date of the constitutive session of the Assembly after the consultations with the parliamentary political subjects.
In its response, the KDI emphasizes that after the certification of the final results of the June 7 elections, the constitutional deadline for the constitution of the new legislature has begun, estimated that the 30-day deadline is the maximum constitutional limit and should not be turned into a period of waiting and institutional uncertainty.
According to KDI, even though the deadline has not yet ended, the acting President has an institutional responsibility to avoid unnecessary delays and ensure the timely start of the process of constituting the Assembly.
The Institute recalls that past experiences have proven that delays in the constitution of institutions can create political blockades and damage the normal functioning of the state.
KDI requests that Haxhiu set the date of the constitutive session immediately after the end of the consultations with the parliamentary parties, so that the process does not get unnecessarily close to the constitutional deadline of August 7.
Also, the organization requests that the Acting President make a public call to political subjects to participate constructively in the session constitutive session, in order for it to end with the constitution of the Assembly and not remain only a formal procedure.
Finally, KDI requests that within 48 hours the public be informed about the end of the consultations and about the time when the date of the constitutive session will be announced, stressing that the constitution of the Assembly is a prerequisite for the formation of new institutions and the restoration of the full functioning of the constitutional order.
