The acting president, Albulena Haxhiu, has invited the leaders of the political parties to a meeting, which she described as consultative for the formation of institutions, with a focus on the election of a consensual president. The head of Vetëvendosje, Albin Kurti, has made the same request, who said on Friday that discussions on the issue of the president should begin. On the other hand, the opposition parties have repeated on Friday the request for the constitution of the 11th legislature of the Assembly as soon as possible.
In the invitation that Haxhiu has sent to the party leaders, it is stated that the meeting requested for Tuesday (August 18) is being invited to discuss the current political and institutional developments. According to the call, “the meeting aims to contribute to the political and institutional dialogue, to overcome the current situation and make the institutions functional”. The invitation is for a joint meeting.
Until Friday evening, there was no public reaction from other parties to this invitation.
Even the Prime Minister in office, Albin Kurti, had the same call. He said that the parties should start the discussions about the president and then the constitutive session of the Assembly should be continued.
“The election of the Speaker of the Assembly, the formation of the Government are not a challenge. The challenge is the election of the president. That’s why we have to get along. We are ready to have exhaustive discussions about the names that we can give signatures to and run for,” declared Kurti, as he welcomed the new position of the Democratic League. of Kosovo to engage in the solution of the non-partisan and consensual president. Kurti further said that there should be meetings with other parties, the Democratic Party and the Alliance, so that we can talk directly and “not waste time”. She said that her party has confirmed its readiness to discuss the post of president. However, in the LDK, after withdrawing from the request for president, they said that there is no longer any reason to delay the constitution.
Meanwhile, from the floor of the Assembly, on Friday, deputies of two other opposition parties, the Democratic Party and the Alliance, repeated the call that the constitution should not be delayed any longer and then move on to other points.
“Albin Kurti is holding the state of Kosovo hostage. Without returning it “Constitutionality, without restoring the constitutional order, we cannot talk about anything else”, stated the chairman of the PDK, Bedri Hamza. “Mr. Kurti does not want cooperation, he does not want partnership, he wants submission. The Democratic Party of Kosovo, based on all these facts, has come to its position, which is clear, it is right, it is the voice of fact. We will play our role in the Assembly of the Republic of Kosovo as an opposition party with criticism, with alternatives, but also with support, important issues for the country’s interest. Both international financial agreements and other topics that are beneficial and in the interest of Kosovo and its citizens the country”, he said.
Alliance deputy, Burim Ramadani, said that postponing the formation of institutions is leading to a state vacuum. He emphasized that this vacuum also endangers national security.
“Kosovo and this Assembly should be functional to deal with the issues separately, including the threat with the flow of the Ibri, because there is no one to deal with it, even for the high prices. All they are doing is running away from this Assembly, the establishment of institutions. This situation is not only not normal, but it is entering a state institutional vacuum. We will not allow it, we have an obligation not to we allow the vacuum”, Ramadani declared.
The developments followed the change of the position of the LDK, regarding the negotiations with Vetevendosje. The third largest party in the country announced on Thursday that it has given up on a potential co-governance partnership with Vetëvendosje and has called for consensual presidential candidacies. LDK was the only party that negotiated with Vetëvendosje. The other two parties, the Democratic Party and the Alliance, refused meetings with the chairman of the VV, Albin Kurti. The LDK has continuously called for a “balance of powers” by seeking the post of president in the negotiations with Vetevendosje. But Kurti assessed the request as a “big discrepancy” with the LDK election result on June 7. Abdixik’s party secured 18 seats in the Assembly, after the third party came out again.
Kurti’s Vetëvendosja has 53 deputies in the Assembly. Only with the votes of the minorities can it form the majority for the Government and the Assembly. But for the post of president in the first two rounds of voting, at least 80 deputies must stay in the hall.
Last Friday was the deadline defined by the Constitutional Court, within which the eleventh legislature had to be constituted. The MPs took the oath, but on the point of the agenda to propose the speaker of the parliament, Kurti came to the podium and justified the refusal to give the proposal with the fact that there is still no agreement with the political parties for the president. And, according to him, the Assembly cannot be constituted without this agreement, since otherwise the 60-day deadline for the election of the president would be used up and early serial elections would be imposed.
The parties have not come close to unlocking the political impasse for almost two years. Kosovo has been in a continuous cycle of crises since the February 2025 elections. First there were problems with the constitution and then the failure to form the government led to the December elections. After them there was a constitution, but there was no solution for the new president. New elections followed on June 7.
