“From 10 to 5 or 3”, the CEC recommends to the Assembly the reduction of the preferential vote for deputies

Chairman of the Central Elections Commission, Kreshnik Radoniqi, has sent a letter to the Speaker of the Assembly of Kosovo, Albulena Haxhiu, which includes the recommendation to reduce the number of preferential votes for candidates for deputies. This proposal comes within the framework of amendments and additions to the Law on General Elections.

The issue was raised during the meeting of the CEC, where PDK member Ilir Gashi stated that he was not aware of the existence of such a document.

In his reaction, Radoniqi confirmed that the document was sent without prior consultation with the other members of the CEC, thus inciting discussions regarding the procedures followed and the transparency within the institution.

The recommendation for the reduction of preferential votes is expected to be part of the wider debate on the electoral reform in Kosovo, while it remains to be seen how it will be handled by the Assembly in the next stages of the review of the law.

“I sent the letter to the Speaker of the Assembly of Kosovo on Friday. It is true that I did not consult you, it is my mistake, I apologize. We have approved the recommendations for the legal changes, including this recommendation. When I discussed it with the CEC Secretariat last week, it was a request from them that if we go to the elections, such an issue would facilitate the work. The recommendation is that the preferential vote be 5 or 3. Yes, I did not consult you, I made a mistake, but it is not something that we do not agree with,” he said during the meeting. The members of the Central Election Commission have reacted regarding the latest recommendations that are expected to be sent to the Assembly of Kosovo within the framework of the changes in the Law on General Elections.

The member of the CEC from AAK, Muharrem Nitaj, emphasized that such proposals should go through a regular consultation process. He pointed out that changing the law requires more complicated procedures and a vote by two-thirds of the deputies in the Assembly, which according to him is difficult to achieve.

“The proposal to change even a single point requires a more complicated procedure. Such a recommendation for amending the law requires 2/3 of the votes of the deputies of the Kosovo Assembly, which is almost impossible. Even this issue that was admitted that it was not consulted, it should have been done in consultation”, stated Nitaj.
