The head of the Albanian National Council in the Presheva Valley, Enkel Rexhepi, has announced that the Serbian Government has blocked transfers and donations from Kosovo, which aim to develop and preserve the national identity in the Valley.
It is not a technical matter. It is about the blocking of funds by the Government of Kosovo, which directly affect 3650 students, 94 children without parents, 957 farmers, over 756 students, 139 non-governmental organizations and thousands of citizens who depend on these programs”, wrote Rexhepi.
According to him, the facts prove that this is happening through the bank from the Government of Serbia and Minister Demo Berisha.
Regarding this, from the Government of the Republic of Kosovo have stated for IndeksOnline that concrete steps have been taken to notify the European Union and the relevant international factors.
“The Government of the Republic of Kosovo strongly condemns the continuous blocking of financial resources intended for the Albanian National Council, considering this as unacceptable interference in the functioning of a legitimate representative institution of Albanians in the Presheva Valley. This is the second case that the funds allocated by the Government of Kosovo are blocked in an unjustified manner, testifying to a repeated pattern of institutional blocking”, the government declared.
According to this institution, the case is related to the decision of the Government of the Republic of Kosovo dated October 10, 2025, through which 304,511.16 euros were allocated to the Albanian National Council, funds that were not executed after being blocked by the authorities in Serbia. “However, in April 2026, the total amount of funds blocked has reached 1,837,511.16 euros, dedicated to projects in education, culture, cultural heritage, as well as for the preservation and protection of the national identity of the Albanians in the Valley,” says the response to IndeksOnline.
At the same time, the government claims that this practice contradicts the standards international.
“The Government of the Republic of Kosovo has taken concrete steps to notify the European Union and the relevant international factors, requesting a response to this practice that contradicts international standards for the protection of minority rights. We emphasize that the funds of the Republic of Kosovo are completely transparent – the source, destination and beneficiaries are clearly known – and are distributed through an open and competitive process by the Albanian National Council.
The Government of the Republic of Kosovo remains determined to continue support for the Albanians in the Presheva Valley and Sanxhak, using all democratic, institutional and international means to stop this injustice and ensure respect for their rights”, declares the Government of the Republic of Kosovo Kosovo./
