The decisions taken by the Government in office on Thursday

The acting Government of the Republic of Kosovo held a regular meeting today, in which it:

Approved the Final Decision for expropriation in the public interest of the former social real estate for the needs of the Provider for Air Navigation Services of the Republic of Kosovo (former ASHNA), Vrellë e Goleshi and Mirena Cadastral Areas, Municipality of Lipjan, Cadastral Area Zatriq, Municipality of Rahovec, Cadastral Area Mramor, Prishtina Municipality and Bajgorë Cadstral Area, South Mitrovica Municipality.

Approved the request of the Ministry of Finance for the amendment and completion of Government Decision No. 04/04, dated March 13, 2026. Through this amendment, the approved amount of €370,000.00, increases by €3,150.90, reaching the total value of €373,150.90, (three hundred and seventy-three thousand one hundred and fifty euros and ninety cents), for the International Development Association (International Development Association – IDA), in order to cover the difference created by fluctuations in the exchange rate

Approved the request of the Ministry for Work, Family and Values of the Liberation War, for the amendment and completion of Government Decision No, 22/39, dated October 13, 2021, for the establishment of the Ministerial Commission for the European Youth Guarantee Scheme.

Established the Ministerial Commission for The European Child Guarantee Scheme.

Established the National Council for Safety and Health at Work.

Approved the Extension of the Implementation Plan for the Youth Guarantee Scheme – 2026.

Approved the decision to amend and complete the Government Decision on the establishment of the Governmental Commission for the Recognition and Verification of the Status of Persons Violated During the War Liberation of Kosovo, No. 06/143, dated April 28, 2017, amended and supplemented by decision No. 02/54, dated January 12, 2022, and decision No. 12/214, dated July 24, 2024.

Approved the decision to update the Strategic State List for Military Goods, referring to the European Union List, for goods that are placed under control for reasons of national security, foreign policy, public safety, or for reasons of human rights.

Approved the Final Decision for expropriation in the public interest of immovable properties of the owners and owners of interest which are affected by the realization of the Project “Old Circuit of the City of Gjilan, Lot 1 and Lot 2, cadastral areas Shillovë, Livoç i Ulët and Gjilan, Municipality of Gjilan.

Approved the Final Decision for expropriation in the public interest of the immovable properties of the owners and owners of interest which are affected by implementation of the Project “Rehabilitation, Widening and Asphalting of the National Road R118, segment within the village of Mushtisht, cadastral area: Mushtisht, Municipality of Suhareka”.

Approved the Final Decision for expropriation in the public interest of the immovable properties of the owners and owners of interest which are affected by the implementation of the project for the expansion of surface mining for the exploitation of coal, for production of electricity for the needs of the Kosovo Energy Corporation (KEK-Sh. A.), cadastral areas: Siboc, Shipitulle, Leshkošić, Hade and Palaj, Municipality of Obiliq.

Approved the decision for further consideration of the Request for expropriation in the public interest of the former social real estate, managed and administered by the PAK, which are necessary for the realization of the projects: Construction of the Animal Market, cadastral area: Dumnica e Poshtme and Construction of the Green Market, cadastral area: Podujevë, Municipality of Podujevo.

Approved the decision for further review of the Request for expropriation in the public interest of the former social real estate, managed and administered by the PAK, which are necessary for the realization of the projects of the Municipality of Podujevo: Construction of Affordable Housing, Podujevo cadastral area, and Educational Facilities – Nursery, cadastral area: Podujevë, Municipality of Podujevë.

Approved the decision for the reallocation of funds in the amount of €50,000.00, (fifty thousand euros) in the Ministry of Culture and Tourism, for the implementation of the program “Preventive measures – emergency interventions in different municipalities”.

Approved the request of the Ministry of Local Government Administration, for the reallocation of budget funds in many of €1,000,000.00 (one million euros), up to 25% of the total value of the “Capital Investments” category approved for the “Central Administration” subprogram.

Approved the decision to amend and supplement Government Decision No. 05/220, dated September 11, 2024, amended and supplemented by Decision No. 09/ 280, dated December 12, 2025.

Informed about the Report on the Evaluation of the Legality of the Acts of Municipal Assemblies for the year 2025.

Approved the decision on the appointment as Director of the Board of the Central Public Enterprise “Energy Storage Corporation – ESCorp”, these candidates:
1.1. Bujar Haxha, chairman;
1.2. Noble Musai, member;
1.3. Violeta Arifi – Krasniqi, member;
1.4. Mimoza Byqmeti, member.

Approved the Final Decision for expropriation in the public interest of the immovable properties of the former KBI Ereniku society, for the needs of the realization of the project: “Construction of the Defense Industrial Zone”, cadastral area: Jahoc, Municipality of Gjakova.

Allocated budget funds, in the amount of €1,000,000.00 (one million euros), for the implementation of the Measure 1.9 – Supporting the employment of persons from non-majority communities of the Economic Revival Package.

Allocated budget funds in the amount of €90,599.56 (ninety thousand five hundred and ninety-nine euros and fifty-six cents) for the Municipality of Podujevo, for the completion of the project “Wastewater treatment plant in Podujevo” through the Clause of Investments.

Approved the request of the Ministry of Infrastructure and Transport to increase the spending limit, in the amount of €15,000,000.00 (fifteen million euros), for the project “Rehabilitation of Railway Line X (Fushë Kosovë – Hani i Elezit)”, from the “Investment Clause” borrowing funds.
