The Basic Court in Prishtina has announced a guilty verdict against the four accused in the “Toka 2” case – Mehmet Prishtina, Dukagjin Emërllahu, Avni Maxhun and Nexharije Hoti. The accused have been sentenced to a total of 32 years in prison and 230 thousand euros in fines for the criminal offense of “Organized Crime”.

The verdict was announced by the panel composed of Vesel Ismaili, head of the panel, as well as judges Kushtrim Shyti and Rrahman Beqiri, reports “Betimi per Drejësi”.

Mehmet Prishtina was sentenced to 10 years in prison and a fine of 100 thousand euros for the criminal offense “Organized crime”.

Dukagjin Emërllahu and Nexharije Hoti have each been sentenced to 8 years imprisonment for the same criminal offence. Emërllahu was also sentenced to a fine of 80,000 euros, while Hoti was fined 20,000 euros.

However, Avni Maxhuni was sentenced to 6 years in prison and a 30,000 euro fine.

The court acquitted the accused of the criminal offense of “money laundering”.

In addition, the court ordered the confiscation of 45 cadastral plots, as well as assets financial funds that are in the bank accounts in the name of the accused Mehmet Prishtina and Dukagjin Emërllahu.

The announcement of the judgment was originally planned for July 28, 2026, but it was postponed to July 31, after the court assessed that due to the voluminous file, the large number of evidence, the complexity of the case and the commitments of the judges in other sessions, it had not been able to complete it decision-making.

The “Land 2” case is related to the suspicions of the illegal appropriation of about 36 hectares of land in the territory of Pristina and Graçanica, through a scheme that, according to the Prosecutor’s Office, was organized from 2009 to 2014.

However, on October 11, 2021, this case was transferred to the Special Department to judge Shadije Gërguri, according to the decision taken by the president of the Basic Court in Pristina to charge this department also with cases of Serious Crimes.

Initially, 24 people were accused in this case, but during the procedure the number of accused was reduced after the decisions of the Basic Court and the Court of Appeal. At the end of the judicial process, four accused remained before the jury – Mehmet Prishtina, Dukagjin Emërllahu, Avni Maxhuni and Nexharije Hoti – who are charged with offenses related to organized crime and other criminal offences.

The indictment was filed in March 2017 by a EULEX prosecutor, while the case was then transferred to the Special Prosecutor’s Office of the Republic of Kosovo.
