After yesterday’s sentencing of the former leaders of the KLA, Judge Smith starts proceedings for the compensation of the victims

The head of the Judicial Panel, Charles L Smith, has made a decision through which the procedures for the compensation of the victims in the case of Hashim Thaçi, Jakup Krasniqi, Rexhep Selim and Kadri Veseli are started. In the decision taken on September 16 and published today, the Judicial Panel has decided to start the procedure for reparations against the victims and to issue an order for reparations, based on Article 22(8) and Rule 168, unless Defense presents objection. Deadlines have been set for the parties during September and October to declare whether they will present evidence related to reparations, while the Victims' Representative must submit a concrete request for reparations until October 14, 2026, after which the ZPS and the Defense have until November 4 to respond. 22(8) and rule 168, provided the Defense does not file objections;b) ORDERS the Defense to file any objections in this matter by Tuesday, September 22, 2026;c) ORDERS the Victims' Representative and the Office of the Special Prosecutor (SPO) to file their responses by Friday, September 25, 2026;d) ORDERS the Victims' Representative to to inform the Trial Panel and the parties of any change in the manner e submission of evidence, pursuant to rule 168, until Tuesday, September 22, 2026;e) ORDERS that, if the Victims' Representative still wishes to present evidence pursuant to rule 168, he must do so by Wednesday, October 7, 2026;f) ORDERS the Defense to inform the Trial Panel, the Victims' Representative and the SPS if it intends to submit any evidence in accordance with rule 168, by Tuesday, September 22, 2026;g) ORDERS the Victims' Representative to submit the request for reparations by Wednesday, October 14, 2026;h) ORDERS the ZPS and Defense to respond to the request for reparations by Wednesday, November 4, 2026;i) ORDERS the Secretary to reclassify as public the Order of November 6, 2025, the submissions of the Victims' Representative of November 17, 2025 and ZPS submissions of November 17, 2025, no later than Tuesday, 22 September 2026; j) ORDERS the Defense to submit the redacted public versions of the Defense submissions of November 17, 2025, or request their reclassification, by Tuesday, September 22, 2026. Otherwise, the day before, the Special Court sentenced Hashim Thaci and Jakup Krasniq to 25 years in prison, Kadri Veselin to 18 years in prison, and 13 Rexhep Selimin. The former leaders of the Kosovo Liberation Army were convicted of war crimes, including illegal or arbitrary detention, cruel treatment, torture and unlawful killing.
