The Palestine Football Federation (PFA) has appealed to the Court of Arbitration for Sport (CAS) against a decision by governing body FIFA not to sanction Israel for clubs based in illegal settlements in the occupied West Bank, a senior official said, Anadolu reports. it is very unfair and does not serve justice,” PFA vice-president Susan Shalabi said on Wednesday after the Asian Football Confederation’s congress in Vancouver, Canada.

She added that FIFA’s council had effectively refused to act on the matter after years of consideration. “The council decided after 15 years of consideration on this issue not to decide,” she complained.

Shalabi said that the federation will now pursue the case in CAS through the full legal process. “The only course of action we have is to go to CAS and appeal. We will go through the whole process until we get justice,” she added.

The international community and the UN consider the West Bank, including East Jerusalem, occupied Palestinian territory and view Israeli settlements there as illegal under international law.

In March, FIFA’s Disciplinary Committee found the Israel Football Federation (IFA) guilty of multiple “serious and systematic” violations of discrimination, but did not impose major sanctions.

The committee said FIFA failed to act against racism, tolerated politicized and militaristic messages and allowed Palestinians to be excluded from football infrastructure in settlements in the occupied West Bank. He described this behavior as “institutional complicity” in a system of segregation.

The committee also refused to follow a request by the Palestinian Football Federation to ban Israeli clubs based in the occupied territories from international competition, saying the matter falls outside its jurisdiction.
